Minutes <br />Planning Commission <br />April 8, 1987 <br />Commissioner Hoyt stated that the project would be a "delightful <br />first home.to live in." He would recommend eliminating Condition <br />No. 18 as written and adding the condition Chairman Lindsey <br />recommended relative to the first purchasers of the units must be <br />owner occupied. <br />Commissioner Berger agreed with these comments and appreciated <br />the 60% open space. She strongly supported the owner-occupied <br />condition for the first purchasers of the units. <br />Commissioner Michelotti complimented the developer on the design <br />of the project. She felt this is the first affordable project <br />seen, contrary to other comments made regarding this subject <br />relative to this project. $90-135,000 is affordable in <br />Pleasanton. She said she wished she could support the project, <br />but can't support it with removing Condition No. 18. She served <br />on the Industrial General Plan and Traffic Subcommittees of the <br />General Plan Review Committee and for this reason could not <br />support a project with traffic levels of service as stated. <br />Other projects are waiting in the wings, and approval of this <br />project with the Condition No. 18 removed is precedent-setting. <br />Otherwise she compliments to the developer in bringing to <br />Pleasanton homes in an affordable range. <br />Commissioner Tarver said this is a tough project to weigh. The <br />developers did an excellent job in putting together open space, <br />density, amenities and pricing. Because of the discussion <br />earlier in the evening regarding exemptions and the number of <br />approvals, and the fact that the infrastructure can't support the <br />project he couldn't support it unless the Stoneridge <br />Interchange conditions was in place. He acknowledged that the <br />contribution to traffic levels is insignificant, but added to <br />other projects does in fact increase the traffic. <br />Chairman Lindsey said he would support this project because it <br />meets the Planning needs of the community. <br />A motion was made by Commissioner Berger, seconded by <br />Commissioner Hoyt that the negative declaration prepared for Case <br />PUD-87-4 be recommended for approval inasmuch as project approval <br />would have an insignificant effect on the environment. <br />ROLL CALL VOTE <br />AYES: Commissioners Berger, Hoyt, Michelotti, Tarver, and <br />Chairman Lindsey <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. PC-87-37 was entered and adopted recommending <br />approval of the negative declaration prepared for Case PUD-87-04 <br />as motioned. <br />A motion was made by Commissioner Berger, seconded by <br />Commissioner Hoyt that Case PUD-87-4 be recommended for approval <br />- 8 - <br />
