Minutes <br />Planning Commission <br />3/2/587 <br />job with hazardous waste, have established an air quality <br />monitoring program and it is such that BAAQMD puts it into their <br />network of approved sites. This Committee also has a yearly <br />report to the City Council. The staff would be happy to make <br />Planning Commission copies of all of these reports in the future. <br />The Environmental Monitoring Committee met 2-1/2 hours March 24, <br />1987 to review traffic assumptions. There are several other <br />analyses being done to confirm the standard assumptions. These <br />will go to the Environmental Monitoring Committee for review. <br />Commissioner Berger expressed concern with adding another layer <br />to the process as this process would add two-three weeks to the <br />process. She also agreed there is concern in absorbing traffic <br />reports. Perhaps a traffic engineer could be present at the <br />meetings. Perhaps there are other ways of approaching this <br />situation. <br />Chairman Lindsey said it is the responsibility of the Planning <br />Commission to evaluate traffic for projects being considered by <br />this body. Perhaps the Planning Commission needs more <br />information from the Environmental Monitoring Committee as to <br />what their activities are and peruse that information. He didn't <br />agree another layer needs to be added to the bureaucratic system. <br />Mr. Swift reported that the Environmental Monitoring Committee <br />doesn't review individual traffic studies for individual projects <br />- they review traffic assumptions. <br />Commissioner Innes expressed frustration regarding the traffic <br />report presented for the Trammell Crow project. He urged that <br />not only consistent assumptions be used but also a consistent <br />format. To use varying formats creates confusion in <br />comparing data. <br />Railroad Station Site - First Street <br />Commissioner Michelotti asked if anything new is known regarding <br />the old railroad station site at First and Neal Streets. <br />Mr. Swift stated nothing has changed since the status report was <br />done a month ago. The situation is being looked at again and the <br />Planning Commission will be informed as to the status. <br />Senior Housing Project <br />Commissioner Michelotti asked the status of the senior housing <br />project. Specifically she wanted to know what dollars will be <br />assessed to support it and where is the project relative to <br />drawing up the plans. Mr. Swift reported the architect is <br />working on the plans. The City is investigating a mechanism for <br />funding the project. The senior center was included in <br />Proposition 4, but the housing was not. The City is <br />investigating bond sales. It is anticipated the money resolution <br />will take place late Summer with an optimistic forecast of in the <br />Fall or early next Spring. <br />- 3 - <br />
