Minutes <br />Planning Commission <br />3/2/587 <br />REVISIONS AND OMISSIONS TO THE AGENDA <br />Mr. Swift asked that Item 5(b), Harbor View and G(d), Ferreri be <br />continued to April 8, 1987. <br />Chairman Lindsey commented that this is the second continuance <br />for Harbour View and asked if it is known whether or not it will <br />be coming back in. Mr. Swift stated that they are meeting with <br />the Chamber of Commerce and hotel people on Friday and should be <br />prepared by the next meeting. <br />MATTERS INITIATED BY COMMISSION MEMBERS <br />Commissioner Hoyt felt the amount of time the Planning Commission <br />puts into review and interpretation of traffic studies is <br />inordinate and precludes the intense study of the quality of the <br />project. He had occasion to lunch with a transportation person <br />from Walnut Creek recently and felt, after discussion with this <br />person, perhaps the study of traffic reports should be done by <br />someone else, with recommendation is to the Planning Commission. <br />Commissioner Hoyt didn't want to be "a day late and dollar <br />short." Perhaps a traffic commission should be established to <br />analyze traffic reports. Commissioner Hoyt felt each month it is <br />more and more difficult to breakdown the information and <br />understand it. <br />Commissioner Innes stated an environmental monitoring committee <br />has been established and it is within their purview to review <br />traffic standards and make recommendations to the City Council <br />and Planning Commission. Commissioner Innes stated, to his <br />knowledge, that committee has not accomplished anything. <br />Mr. Swift pointed out that the committee met March 24, 1987 and <br />talked about traffic for 2-1/2 hours. Commissioner Innes asked <br />if Commissioner Hoyt was suggesting that a committee be <br />established who would analyze the traffic reports and report back <br />with a statement "we reached the following conclusion after <br />reading the traffic report." <br />Chairman Lindsey felt to establish another committee or <br />commission would be adding another layer on top of existing <br />review. <br />Commissioner Michelotti was co-chairman on the Transportation of <br />the Industrial General Plan Committee. Commissioner Michelotti <br />said there have been many studies done on the Tri-Valley wide <br />corridors and secondary arterials. The City has tried not to be <br />a "day late and dollar short." An Environmental Monitoring <br />Committee has been established and they are taking a look at <br />environmental concerns. She said she would support the <br />Committee's review of traffic reports. Commissioner Michelotti <br />said at this time it is real tough to know what is real regarding <br />traffic numbers with all of the Hopyard Road/interchange work. <br />Commissioner Michelotti further stated that as of this time they <br />have not seen a copy of any environmental monitoring report. <br />Mr. Swift reported that the Environmental Monitoring Committee <br />has been meeting no less than quarterly.
