Minutes of the Planning Commission Meeting of February 11, 1987 <br />improvements required, but something needs to be done none the <br />less to address the entire area. <br />Chairman Lindsey suggested that Ms. Havner and neighbors address <br />the City Council with concerns of the area. The City Council is <br />very interested in working with the property owners. <br />Frank Belecky, 892 Madeira Drive, stated that the Board of <br />Directors of the Vintage Hills Homeowners Association is <br />recommending that these projects not be approved. Mr. Belecky <br />said their group was very disappointed that Arroyo Village I did <br />not produce any affordable units as promised by the developer in <br />the price range of $79,000. Whether or not these were part of <br />the City Council conditions, the developers promised this, and <br />they should live up to their promises. Further, the streets are <br />not wide enough to handle additional traffic. <br />The Commissioners then discussed parking zones in the area with <br />staff. <br />The public hearing was closed. <br />Commissioner Hoyt was concerned with the clutter effect that old <br />homes have in front of new multiple dwelling units. <br />Chairman Lindsey stated that the Vineyard Avenue area projects <br />are the hardest to deal with because of the traffic problems and <br />the future street extensions of the area. <br />Commissioner Michelotti discussed possible street widening with <br />staff. She asked if Vine Street would be connected to Bernal <br />Avenue. Mr. Swift stated that staff has looked into this but it <br />would have to go through County territory and Vine Street is a <br />private street at this point. <br />Commissioner Hoyt said he had read the Pang staff report and the <br />report doesn't address the issues raised. TJKM's report doesn't <br />address Vineyard Avenue. Commissioner Hoyt didn't feel that the <br />traffic reports are adequate for the project. <br />Commissioner Innes recommended a continuance because nothing will <br />happen to this project even if it is approved. The continuance <br />would allow TJKM to address the problems which have been <br />discussed. Commissioner Hoyt said he would like a copy of the <br />Pang study. <br />Commissioner Innes felt the studies should be updated, using the <br />new City assumptions and should address all of the issues. <br />Commissioner Michelotti said she has the same concerns regarding <br />traffic. She was not as much concerned with the project because <br />she feels it completes what is already in the area. However, <br />Commissioner Michelotti supported a continuance for complete <br />traffic reports. <br />- 7 - <br />
