Minutes of the Planning Commission Meeting of February 11, 1987 <br />staff would leave it up top the developer as to whether or not <br />the existing single-family unit would be part of the homeowners' <br />association. <br />Commissioner Innes asked if the house is included in the PUD and <br />two years down the road the Caldwells move out, could the house <br />be leveled and more units put on the site. Mr. Swift said if <br />they desire to tear down the house, the matter would need City <br />approval. Mr. Gooch said the house may need a little paint but <br />it is generally in very good repair and they have no desire to <br />tear it down at this time as it has much value. Commissioner <br />Michelotti asked Mr. Gooch if he is willing to keep it in good <br />repair. Mr. Gooch said it could be painted to match the color <br />scheme of the proposed units. Commissioner Innes then asked <br />Mr. Gooch if he was willing to bring the landscaping up to the <br />standards of the proposed development. Mr. Gooch said he would <br />agree to that. <br />Commissioner Michelotti commented that Arroyo Vintage I is one of <br />the nicest developments in the area and has no concerns with the <br />proposal than from a traffic standpoint. Once the moratorium is <br />lifted and Bernal Avenue connected both north and south she felt <br />traffic would be alleviated on Vineyard Avenue. <br />Mr. Gooch asked if the landscaping in front of the Caldwell <br />property would need to be in the homeowners' association. The <br />Planning Commissioners indicated it need not be. <br />John Van de Roovaart, 4300 Del Valle Parkway, Pleasanton, urged <br />approval of this project stating the City urged their group to <br />purchase the surrounding properties and they have now done so. <br />Mr. Van de Roovaart asked for a clarification of Condition No. 10 <br />relating to the tentative map. Mr. Swift said an application <br />cannot be submitted for tentative map approval until growth <br />management approval is secured. This is according to the <br />ordinance governing Growth Management. <br />Mr. Van de Roovaart then asked the tenure of the PUD approval. <br />Mr. Swift said it is good forever. <br />Chuck Muth, 3644 Vine Street, was concerned with traffic impacts <br />should the project be approved prior to Bernal Avenue being <br />completed. Mr. Swift then reviewed the timing of the proposed <br />connections. Mr. Muth said further there was a requirement of <br />Arroyo Village I that there would be low income housing in that <br />development. This did not come to pass. Mr. Swift stated that <br />this requirement was removed by City Council. <br />Diane Havner, 3624 Manchester Street, spoke in opposition to this <br />project. She personally would prefer to see a plan for the <br />entire area. This project will be right next to a one-third acre <br />parcel. There have only been two units in Arroyo Village I sold <br />at this time. Ms. Havner stated further there are many elderly <br />people in the Remen Tract who do not drive who could not attend <br />meetings, but would like to see a plan for the entire area. <br />There are people on fixed incomes who could not afford the public <br />- 6 - <br />
