Minutes of the Planning Commission Meeting of February 11, 1987 <br />Frank Belecky, 892 Madeira Drive, represented Vintage Hills <br />Homeowners Association in place of Ron Schneider who could not <br />make the meeting. He felt approval of this project would create <br />a conflict for people who are purchasing homes and have viewed <br />the area prior to the new subdivision. The Board of Directors of <br />the Homeowners Association does not know why the density needs to <br />be increased for this project and feels it is setting a <br />precedent, and it is important to continue having the moratorium. <br />Chairman Lindsey felt the request for additional units to be <br />appropriate. <br />Commissioner Berger asked staff to review the garbage service <br />agreement. Discussion then followed between the Commissioners <br />and Mr. Swift regarding this issue. Mr. Swift pointed out that <br />if there was a high concentration of gas on site, steps would <br />have to be taken to mitigate the situation, and then perhaps a <br />site might be unbuildable. However, the level of gas is minute. <br />Commissioner Michelotti discussed Lot 37B and the height of the <br />building pad with relationship to Lots 28 and 29 concerning <br />possible impairment of views because there is about 10 feet <br />difference in elevation. Commissioner Michelotti asked the <br />developer to consider siting a one story unit on this lot being <br />sensitive to property owners with higher lots. Mr. Spiering <br />addressed this issue indicating that the differential in <br />elevations between Lots 28, 29 and 37 is almost 15 feet. Mr. <br />Spiering agreed there is a need to be sensitive to the issue of <br />impairing surrounding views. <br />The public hearing was closed. <br />A motion was made by Commissioner Michelotti, seconded by <br />Commissioner Innes that the Negative Declaration prepared for <br />Case PUD-82-10-16-2M be approved inasmuch as project approval <br />would have an insignificant adverse effect on the environment. <br />ROLL CALL VOTE <br />AYES: Commissioners Berger, Hoyt, Innes, Michelotti and <br />Chairman Lindsey <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. PC-87-11 was entered and adopted recommending <br />approval of the Negative Declaration prepared for Case <br />PUD-82-16-2M. <br />A motion was made by Commissioner Innes, seconded by Commissioner <br />Michelotti to recommend approval of Case PUD-82-16-2M subject to <br />the conditions of the staff report with the following additions: <br />That no application for growth management approval for the <br />additional lots be made until the Vineyard Avenue development <br />moratorium is lifted; and <br />- 3 - <br />
