Minutes of the Planning Commission Meeting of February 11, 1987 <br />OLD BUSINESS - Public Hearings <br />PUD-82-16-2M, H S C Development <br />Application of H S C Development for a major modification to an <br />approved development plan for a 39-unit single-family residential <br />project to allow for an increase to a 48 unit project, to be <br />located on an approximately 42 acre site, located generally on <br />the north side of Crellin Road, opposite the intersection of <br />Rhine Way and Crellin Road. Zoninq for the property is PUD <br />(Planned Unit Development) - Low Density and Rural Density <br />Residential District. <br />Mr. Swift presented the staff report recommending approval of <br />this case subject to the conditions of the staff report with the <br />following additions: <br />That no application for growth management approval for the <br />additional lots be made until the Vineyard Avenue development <br />moratorium is lifted; and <br />That the applicant shall submit a revised grading and <br />drainage plan for review and approval by the City prior to <br />final approval of lot line adjustments or map revision. <br />The Commission then discussed the number of units to be built in <br />total and whether or not the additional units would be effected <br />by the Vineyard Avenue building moratorium currently in <br />existence. Mr. Swift reported that they would not be allowed to <br />subdivide the property further until they have applied for and <br />received Growth Management approval. They will have to do lot <br />line adjustments with one subdivided remainder. Commissioner <br />Innes asked if the vacant lots would be randomly spaces. Mr. <br />Swift explained that they would be establishing eight future lots <br />that can be subdivided when the moratorium is lifted. At this <br />time they can currently build 39 new homes. <br />Commissioner Innes referred to Page 2 of the staff report and the <br />grading which was done without City approval. The City spends <br />many hours in approval of the development plans for projects, and <br />Commissioner Innes did not feel that the developers should be <br />allowed to grade without City approval and not be fined or <br />penalized in some manner. <br />The public hearing was opened. <br />Skip Spiering, HSC, Saratoga, stated that he has read the staff <br />report and that the staff has done a good job in presenting their <br />proposal. Mr. Spiering stated that none of the lots effected by <br />this proposal have been sold. <br />Commissioner Michelotti asked Mr. Spiering if the area set aside <br />for the proposed units has yet been identified. Mr. Spiering <br />said they will probably be on the original Lot No. 8, 9 10 and <br />11. <br />- 2 - <br />
