January 28, 1986 <br />Planning Commission Minutes <br />Harold Radky, 3231 Vineyard Avenue, urged approval of the <br />proposal. Mr. Radky said it will give the seniors somewhere else <br />to shop other than Vintage Hills shopping center. <br />Robert Cox, 692 Celia St. Livermore, urged denial of the proposed <br />project. He plans to open an antique store in Downtown <br />Pleasanton. <br />The public hearing was closed. <br />Rebuttal: <br />Brad Hirst, said they support the downtown revitalization <br />program. Mr. Hirst said he agrees with the previous speakers as <br />well as the proponents of the project. The uses for the proposed <br />shopping center would not be in conflict with the downtown <br />revitalization program because the uses are not the same. <br />Downtown is pedestrian oriented and their proposal is automobile <br />oriented. Peppertree Plaza, Livermore, is entirely different <br />than the shopping center proposed. <br />Mr. Hirst asked what would happen if the Vintage Hills Shopping <br />center is not successful and the proposed Santa Anita project is <br />not built. The residents will have to travel further than they <br />now do. Mr. Hirst suggested that the success of Flair Market is <br />not predicated on the approval or denial of the proposed <br />center. <br />Regarding the laundromat, Mr. Hirst felt that it belongs in a <br />neighborhood center. They are proposing a market and drug store <br />shopping center as major tenants. Mr. Hirst then listed <br />successful cities where new shopping centers have not hurt <br />downtown areas. <br />Brian Hoyt felt that until the loop is completed, he doubts the <br />wisdom of putting in a new shopping center. The General Plan <br />doesn't show a shopping center at this location. Madden's <br />property is already zoned for shopping. <br />Commissioner Innes said he has met twice with the developers and <br />merchants and while they are of great integrity,he felt the first <br />cohesive effort has been made for revitalization of the downtown <br />area and the City should support it. The vacancy rate downtown <br />is now as low as it has ever been. <br />Commissioner Berger, being a 20 year resident of Pleasanton <br />living on the outskirts of town, was in favor of this project. <br />Commissioner Michelotti complimented the developer in his efforts <br />to work with the City on this project. Commissioner Michelotti <br />said she is not sure but what a shopping center like this would <br />be good in long range planning, but felt approval at this time <br />would be premature. Commissioner Michelotti said she is very <br />much aware of the efforts being made by the Chamber and the <br />Downtown Association regarding revitalization of downtown. At <br />the current time CS zoning and uses is badly needed. <br />- 8 - <br />
