MINUTES <br />PLANNING COMMISSION <br />JANUARY 14, 1987 <br />Resolution No. PC-87-03 was entered and adopted recommending <br />approval of Case PUD-86-18 as motioned. <br />PUD-80-2-4D, West States Development Co.~Bernal Avenue Associates <br />Application of West States Development Company and Bernal Avenue <br />Associates for design review approval for an approximately 7,860 <br />sq. ft. daycare. facility, a freestanding monument sign, and <br />related improvements, to be located on an approximately 1.2 acre <br />site, located on the north side of Koll Center Parkway <br />approximately 250 feet west of the intersection of Valley Avenue <br />and Koll Center Parkway. Zoning for the property is PUD (Planned <br />Unit Development) - Industrial/Commercial and Offices District. <br />UP-86-53, West States Development Co./Bernal Avenue Associates <br />Application of West States Development Company and Bernal Avenue <br />Associates for a conditional use permit to allow for the <br />operation of a daycare facility to be located on an approximately <br />1.2 acre site, located on the north side of Koll Center Parkway, <br />approximately 250 feet west of the intersection of Valley Avenue <br />and Koll Center Parkway. Zoning for the property is PUD (Planned <br />Unit Development) - Industrial/Commercial and Offices District. <br />Chairman Lindsey announced that both of these items would be <br />discussed at the same time, with the Commission taking separate <br />votes after public testimony. <br />Mr. Swift presented the staff report recommending approval of <br />these application. <br />Commissioner Innes asked about traffic assumptions and when the <br />new ones would be complete. Mr. Swift stated staff met with TJICM <br />this afternoon and he would assume that the next meeting of the <br />environmental monitoring committee would look at the results of <br />the analysis and make a recommendation. There is some difficulty <br />in the north Pleasanton aspect because Hopyard off-ramp was <br />modified in November when the study was made. <br />The public hearing was opened. <br />Mike Hulsey, West States, Sacramento, stated that they have <br />currently completed their 10th project of Childrens' World. All <br />schools are operated by the company are are not franchised. <br />There are 250 schools throughout the nation. He, personally has <br />a four year old child in one of the schools and he is very <br />impressed with its operation. <br />Chairman Lindsey asked Mr. Hulsey if he agreed with all of the <br />conditions of the staff report. Mr. Hulsey said he does agree to <br />them. <br />Commissioner Hoyt asked about the time frame for completion of <br />the project. The applicant indicated that the plans are complete <br />for this building and they plan on having their plans in plan <br />check the day after City Council approval. <br />- 8 - <br />
