MINUTES <br />PLANNING COMMISSION <br />JANUARY 14, 1987 <br />Chairman Lindsey stated he would not participate in consideration <br />of this application, and that Vice Chairman Innes would replace <br />him. <br />Mr. Swift presented the staff report recommending approval. Mr. <br />Swift then presented several modifications to the staff report <br />concerning Condition Number 11 and two areas of Condition No. 18. <br />The public hearing was opened. <br />James Horsley, Oakridge Properties, made a presentation urging <br />approval of their application. They agree with the staff report <br />relating to the uses on the site. There will be no fast food, <br />liquor to massage parlours on site. They have met with two of <br />the home owners' associations of the area and there does not seem <br />to be any opposition by either of them. In December they met <br />with some of the residents of Weymouth Court and tried to <br />mitigate concerns of theirs relating to noise, appearance of the <br />mechanical equipment, etc. They have recessed dumpsters from the <br />back wall, covered them and put them next to the building.The <br />loading dock will also be recessed. Pleasanton Disposal has <br />indicated they would work in controlling the noise if it is a <br />problem. The traffic for their business will consist of existing <br />traffic -- not much new traffic will be generated. <br />Norman Dyer, architect, presented the site plan, elevations and <br />landscape plan for the site. They will plant fast growing <br />coniferous trees in the area. <br />Commissioner Hoyt asked about the circle in the front of the <br />major tenants. Mr. Dyer explained that it will have a the <br />surface on ground level with a bench, some trees, etc. to <br />creating a focal point. <br />The Commissioners discussed the area between the two buildings. <br />Mr. Swift indicated inasmuch as Nob Hill is already constructed <br />and up, it makes no sense to require the proponent to move the <br />other building further back. <br />Phil Younger, Exxon Station, Santa Rita Road, expressed concern <br />and asked for assurance he would have some type of access to the <br />rear of his service station from West Las Positas Boulevard as <br />well as from the Santa Rita Road side. Much of his business <br />comes from the eastern side of Santa Rita Road. In the next year <br />or two it is planned to bulldoze the existing service station and <br />rebuild it. They want assurance people living behind the service <br />station will still have access to the station. Mr. Swift <br />suggested a condition similar to "at such future time as the gas <br />station is remodeled, the potential driveway from this site to <br />the eastern boundary is to be considered." <br />Ena Yssels, 3178 Weymouth Court, was distressed with the amount <br />of noise created at this time at the Nob Hill Market from the <br />garbage bins. They are emptied each day at 4:OOam. Trucks <br />arrive at 4:OOam when they are supposed to come at 6:OOam. The <br />trucks idle for hours and emit diesel fumes as well as noise. <br />- 4 - <br />
