She felt this was an extremely complex, sensitive area with much <br />conflicting information. She thought a workshop session with <br />staff was necessary in regard to specific issues. She <br />recommended that a work session be set up within the next two <br />weeks and then be returned to the next agenda. <br />Commissioner Hovingh said he would be ready to approve the <br />resolution. He saw it only as a financing vehicle. Zoning for the property <br />is R-1-65Q4 (Single-family Residential) District. <br />Mr. Swift presented the staff report recommending approval of <br />Case UP-9S-4~. He stated that lance the Commission received <br />their reports that fov~' letters were submitted, three in <br />opposition tU the application. <br />Commissir~ner Hovingh asked what happens if the skateboard ramp <br />creates too much noise. Mr. Swift said if the noise level is <br />excessive, the ordinance on noise would have to be used. <br />Commissioner Tarver asked if the ramp would be visible from the <br />street. Mr. Swift said it should not be visible from the <br />street. <br />The public hearing was opened. <br />Cathy Hale of San Leandro, Woodring"s mother, represented the <br />application. She stated that children have a right to choose a <br />legal playtime; she felt that skateboarding was a positive thing <br />for children to do. She said they earned the money to build the <br />ramp and the permit; that it keeps them off the streets and out <br />of mischief. She thought the noise level would be no more <br />offensive than a swimming party or a bridge party that could go <br />on for several hours- She did not think the ramp top would <br />Page 6 <br />
