Fairfield noted that he thought his project was td-:e first <br />time Condition ~6 was ever employed and they would try their <br />best to comply_ <br />Chairman Michelotti a=ked Mr. Fairfield if he would address the <br />Park and Recreation Commission about the project. Mr. Fairfield <br />said he did task with them and they are pleased with the <br />project. He has agreed to move the water tank so as not to <br />block the view from the park site and staging area. <br />Mr. Fairfield briefly discussed with the Commission the measure <br />of securit•,~ that would be had regarding entering of the park. <br />Commissioner Mahern said she had somewhat of a problem regarding <br />the restrictive use of the park. Mr. Fairfield said the purpose <br />is not to exclude anyone, but is to exclude people who are <br />trying to reach the East Bay Regional Park. He said the area is <br />not designed for large groups of cars or people. He gave an <br />example of a college group of SG to 1O4 people, stating that <br />numbers like that could overwhelm the area and do much damage. <br />Chairman Michelotti explained that the Regional Park must be <br />very well protected and would be completely contrary to change <br />any conditions of access at this point <br />Commissioner Tarver recalled that City Council were very <br />emphatic about people going up to the ridge and the need for <br />protection. He said he was not totally in favor of that. <br />Mr. Fairfield responded that if the Commission had any doubts as <br />to the wisdom of restricting park access that they should <br />observe the Sunol Regional Park in summer in the staging area. <br />Commissioner Hovingh commented that people living on the hill <br />would be coming into town to use the parks for soccer, etc. <br />Mr. Fairfield said that would be the case in any project, that <br />you either give land or pay fees, but not have to do both. <br />Commissioner Hovingh asked Mr. Fairfield whether the pads come <br />under the PUD. Mr. Fairfield said the PUD says one cannot <br />create pads. <br />Mr. Swift explained that essentially all buildings have to come <br />back before the Design Review Board for review of the actual <br />grading for whatever pad may be there. This would also apply to <br />fencing. <br />Commissioner Mahern asked Mr. Fairfield if he had plans for the <br />Adobe Park, He responded they plan to have them by January. <br />Commissioner Hovingh commended the applicant for an excellent <br />project. <br />The public hearing was closed. <br />Page 7 <br />
