be consistent aaith the City's General Plan which he felt did not <br />address the issue. He thought the Environmental Impact Report <br />does not address where the monies will be spent. He also <br />addressed fiscal issues on Pages 8 and 7~ of the EIR. He <br />expressed concern with the fiscal impact. He called attention <br />to Page 7Ci and expressed concern about er.isting service levels <br />if 2QX is diverted. He expressed concern about staff's outlook <br />that the City can support more growth. He expressed concern <br />about higher tares and less service. He felt other alternatives <br />of financing were available without use of the Redevelopment <br />Plan and that the Sunol Hlvd. extension should be paid for out <br />of City funds. He felt the downtown merchants should pay for <br />their own parking areas. He thought priorities on the list were <br />inappropriate. He was concerned about condemnation of the <br />property for use by= the City. He asked staff to look at a map <br />of downtown to show what percent of that area is renovated. He <br />cha3lenged staff to state how many business licenses were issued <br />last year in comparison to five years ago. He did not think <br />economic blight was in downtown Pleasanton. <br />Commissioner Mahern stated she thought he had made valid paints; <br />however, she did feel that downtown was in need of repair. She <br />asked Mr_ Pico if he thought everything could be paid for with <br />~~1 million. <br />Mr. F'ico stated he thought the City had X21 million of its own <br />without resorting to a Redevelopment Plan. He thought sales tax <br />could be set aside and felt the General Fund could be used to <br />pay for the Sunol extension. <br />Commissioner Mahern did not think the downtown merchants can <br />afford to pay for their own parking. <br />Robert Condtz, X62 W. Angela, was opposed to the Redevelopment <br />Plan because it supports the concept of Eminent Domain. He felt <br />it would allow the government to take property belonging to <br />individuals if needed #or public use. He expressed concern that <br />the downtown area is considered blighted. He said he is a <br />businessman downtown and did not think that was true. He <br />expressed concern that the Redevelopment Plan shows ,a85 acres <br />might be affected, but the legal description shows 52U acres. <br />Judy Mayhew, 6iC3 Main Street, spoke in favor of the <br />Redevelopment Plan and thought it should be enacted as soon as <br />possible. <br />Al Ftron~ini, President of Downtown Association, expressed <br />support of the Redevelopment Plan. He saw it as a financial <br />vehicle and thought it was time to get more specific about <br />downtown improvements. He noted that he has recently gone to <br />Sonora and Oxnard which have a similar plan and is working quite <br />well. He read a news article that supported a Redevelopment <br />Plan. He stated that the Downtown Association was in complete <br />support of the Redevelopment Plan and the Specific Plan. <br />F`age <br />
