Chairman Michelotti asked Mr. f2uaglia if the Compliance and <br />Monitoring Committee met. Mr. L•?uaglia said they have met and <br />the results were included in the State of the City Report. This <br />included noise monitoring, air quality, and water quality. One <br />meeting has been held since then and another will be held about <br />the first or second week of October. Chairman Michelotti <br />expressed concern about air quality and wondered if this is <br />being checked. Mr. G!uaglia said it is monitored monthly. <br />Chairman Michelotti stated that Case SP-88-1, City of Pleasanton <br />will not be acted upon tonight, but that public testimony will <br />be taken. <br />OLD BUSINESS - Public Hearings <br />---------------------------- <br />RZ=88=is_City_of_Pleasanton <br />Application of the City of Pleasanton to amend the Municipal <br />Code relating to provisions for secondary dwelling units in <br />residential Districts. <br />Application continued to October 1~. <br />F7ev_i ew_of _Redeyel oement_PI an <br />Review and recommendation to Pleasanton Community Development <br />Agency concerning proposed Redevelopment Plan and Draft <br />Environmental Impact Report. The Redevelopment plan involves <br />X53 million of public improvements within a 385 acre area <br />surrounding Downtown Pleasanton. An Environmental Impact Report <br />will also be considered. <br />Chairman Michelotti abstained from the case because of being a <br />downtown property owner. Commissioner Hoyt acted as Chairman. <br />He stated that no action by the Commission will be taken tonight <br />and will be continued to October 26. Further testimony will be <br />taken tonight. <br />The public hearing was opened. <br />F~ev Davis, 72Bi Val 1 ey lei ew Ct . , President of the Chamber of <br />Commerce, read a letter from the Chamber urging approval of the <br />Redevelopment Plan and the Specific Plan. They expressed <br />concern about the Retail Use Requirements specified on Page 17 <br />under 2D in the Specific Flan. She went on to read that <br />enforcement of this requirement would be unrealistic and cause <br />landlords to encounter hardships in trying to lease space. It <br />was requested that this requirement be struck from the text. <br />She presented the letter to the staff and Commissioners. <br />Thomas Pico, ~'r., 795 Neal Place, was not in favor of adoption <br />of the F:edevelopment Plan. He noted that F•ages 23 and ~4 were <br />missing from his copy of the proposed plan and suggested that <br />other copies be checked. He addressed leis concerns about <br />1 ow-income housing on Page ,~ ;, i~lo. 4 of the Draf t Environmental <br />Report. He felt that the subject of low-income housing should <br />Page <br />
