Stanley Rathbone, X25 Ray Street, stated that he is very opposed <br />to the Redevelopment Flan. He also apposed any development near <br />Arroyo Del Valle stating that animals there would be misplaced. <br />He spoke of increased property values in the years ahead, adding <br />that his propert•{ would not be affordable. He felt <br />Redevelopment funds are not necessary to upgrade the sewer <br />system. <br />Gene Finch, 15 Deer Oafs, stated he has lived in Pleasanton for <br />~G years and is a downtown businessman. He supported the <br />Redevelopment Plan as a financing mechanism to revitalize the <br />downtown area and thought the plan should be implemented as soon <br />as possible. <br />Mike Clauser, 58i San Miguel Ct., Chairman of the Project Area <br />Committee, stated he has Lived in Pleasanton for 2~ years and is <br />tired of seeing the downtown area being rundown. The Committee <br />supported the Redevelopment Plan; however, they gave the Sunol <br />extension low priority. He thought the downtown needed to be <br />designated as blighted in order to use tax increment financing. <br />Cosr~missioner Mahern asked who comprised the Project Area <br />Committee. Intr. Clauser said there were nine members made up of <br />resident tenants, business persons, the Downtown Association, <br />and two mayoral appointees. <br />Leo Heckathorn, longtime resident of Pleasanton, vehemently <br />opposed the Redevelopment Plan. He urged the Commission to go <br />to Livermore and see what is happening because of the <br />Redevelopment Plan. <br />Thurman Caudill, a 46-year resident of Pleasanton, completely <br />opposed the Redevelopment Plan. He did not think it fair to <br />take certain property from owners in order to help others. He <br />urged the Commission to get more information_ <br />E~erdie Bianchi stated she has Iived in the downtown area far =~7 <br />years. She completely opposed the Redevelopment Plan and <br />understood that at Least one-third of her property would be <br />taken, and one-half of Stanley Rathbone's property. <br />Joyce Getty, 9?~ I~:ottinger Drive, was in favor of the <br />Redevelopment Plan. She has been a downtown property owner for <br />~~ years. She stated she has been on the Planning Commission <br />for eight years and has consistently worked to make the downtown <br />area a better place. She indicated that definite storm drain <br />improvements were needed because when it rains a lot she cannot <br />get into her business establishment. <br />The public hearing was closed. <br />At 9:5Clpm a five-minute break was taken. <br />1Vo further discussion or action took place. <br />F'age 4 <br />
