Tract 5908 Blackburn Development/Teixeira <br />Application of Blackburn Development Company and Matilda Teixeira <br />to subdivide an approximately fifteen acre site into 42 parcels <br />for single-family residential use, ranging in size from <br />approximately 8,500 square feet to approximately 24,000 feet, <br />located at 2820 Vineyard Avenue. Zoning for the property is PUD <br />(Planned Unit Development) - Medium Density Residential <br />District. <br />Mr. Quaglia presented <br />this subdivision with <br />the staff report. <br />Delete <br />12 and 13: <br />Add <br />the staff report recommending approval of <br />the following changes to the conditions of <br />7. That the finished pads for lots 18 and 19 not exceed a maximum <br />elevation of 588.2 and 584.2 respectively. <br />13. That a combination of ground cover, and screen shrubbery be <br />installed along he bank of the Vineyard Avenue frontages of <br />lots 1, 35, 36, 41, and 42. The final mix and location <br />shall be submitted for final review and approval of the <br />Planning Director prior to final map. <br />14. That the applicant install all project fencing as shown on <br />Exhibit "A" in conjunction with the development. <br />Commissioner Hovingh asked why it was not requested that Lot No. <br />17 have a single-story home on it. Mr. Quaglia stated that the <br />house as proposed is 110 feet from an existing single-family <br />hope. <br />The public hearing was opened. <br />Ross Blackburn, represented the application and stated that he <br />has reviewed the conditions recommended by staff and is in <br />agreement to them as amended. <br />Terry Kirby, adjacent property owner at 786 Sylvaner Drive, said <br />he was notified of this proposed development. He indicated that <br />he did not know whether or not he had any objections but would <br />like an opportunity to meet with the developer and see the plans <br />proposed as he felt his property would be effected by the <br />development. Mr. Quaglia responded that Mr. Kirby purchased his <br />property after the tax rolls were changed. Mr. Quaglia had <br />previously spoken to Mrs. Kirby and explained what was being <br />proposed and had invited her to come to the City and review the <br />project. <br />-14- <br />
