2) <br /> <br />be an expensive and inefficient use of public resources <br />and increasingly scarce infrastructure capacity, <br /> <br />3) <br /> <br />occur in potentially unstable, sloping areas, which are <br />relatively remote from emergency services, <br /> <br />4) <br /> <br />impair areas of important continuous native habitat, <br />including riparian corridors, thereby harming the <br />wildlife that relies on these areas for its survival as <br />well as reducing the diversity of species; and <br /> <br />5) <br /> <br />decrease the viability of, if not eliminate, agricul- <br />tural operations in the Ridgelands. <br /> <br />Je <br /> <br />The Ridgelands bear a significant relation to the City's <br />planning efforts. <br /> <br />Section 2. <br /> <br />Policies on Orderly Development <br /> <br />It is the policy of the City of Pleasanton to promote rea- <br />sonable, orderly and efficient development patterns, by <br />directing development to areas which are already urbanized, <br />or adjacent to urbanized areas, and away from large open <br />space or agricultural areas. <br /> <br />Bo <br /> <br />It is the policy of the City of Pleasanton to use all avail- <br />able resources to persuade other agencies to voluntarily <br />conform to the provisions of this initiative with respect to <br />the Ridgelands. <br /> <br />Ce <br /> <br />It is the policy of the City of Pleasanton to establish <br />mechanisms, including an agricultural zoning ordinance, to <br />encourage and support the continued viability of agriculture <br />in the Ridgelands. <br /> <br />De <br /> <br />It is the policy of the City of Pleasanton to oppose annexa- <br />tion of the Ridgelands to any other city. <br /> <br />Section 3. <br /> <br />General Plan Amendments <br /> <br />The Pleasanton General Plan is hereby amended as follows: <br /> <br />ae <br /> <br />The planning area of the Pleasanton General Plan is expanded <br />to include the area defined in section 4 as the "Ridge- <br />lands." <br /> <br />Be <br /> <br />Ail land in the Ridgelands is designated as "Ridgelands <br />Agriculture and Grazing," which is a new land use designa- <br />tion. <br /> <br />Land which is designated "Ridgelands Agriculture and Graz- <br />ing'' shall be subject to the following development limita- <br />tions: <br />1) Residential uses shall be limited to a maximum of one <br /> unit per 160 acres.
