SAVE THE PLEASANTON RIDGELANDS INITIATIVE

The people of the City of Pleasanton do hereby ordain as follows:

Section 1.

Findings and Declaration of Purpose

The purpose of this initiative is to preserve the Pleasanton
Ridgelands in viable agricultural uses without significant resi-
dential development, and to promote reasonable, orderly and
efficient development patterns.

The ridgelands to the west of Foothill Road are a major
natural asset for the City of Pleasanton and its residents,
as well as an economic asset for its homeowners.

Be

The Ridgelands are a significant part of Pleasanton's char-
acter, which make Pleasanton a desirable place to live.

Ce

The City of Pleasanton and the Tri-Valley area are continu-
ing to grow with little regard for natural constraints on
development.

De

As a result, Pleasanton and Tri-Valley residents are losing
valuable open sDace and ridgelands; suffering from increased
traffic congestion and air quality problems; running out of
water supply and sewage treatment and disposal cagacity; and
losing the economic benefits of a viable agricultural econo-
my.

Ee

The City of Pleasanton has adequate room in its existing
planning area to accommodate residential growth to a popula-
tion of 80,000 through the year 2007, at the earliest. Under
the Pleasanton General Plan this development will provide a
full range of housing opportunities consistent with Govern-
ment Code section 65915.

The City of Pleasanton has adequate room in its existing
planning area to accommodate projected emDloyment growth to
over 65,000 jobs through the year 2015, at the earliest.

Ge

However, the City Council of Pleasanton is taking steps
which could lead to substantial residential development in
the Ridgelands, outside the existing planning area.

He

Substantial residential development in the Ridgelands would
require extensions of highly visible roads, infrastructure
and municipal services.

Residential development in the Ridgelands and road and
infrastructure extensions to serve such development would:

1)

mar the views of the Ridgelands from the City of Plea-
santon, and other surrounding communities, as well as
adjacent publicly owned park lands,
