envelope of a maximum size of 2 acres which: (a) has a <br />length no more than twice its width, (b) is situated in <br />as visually unobtrusive and environmentally sensitive a <br />location as possible, and (c) is within 300' of a <br />public road. <br /> <br />2) <br /> <br />The City Council may enact a program for transferring <br />the density permitted by this initiative in the Ridge- <br />lands to other areas within the Pleasanton City limits, <br />in a manner consistent with the General Plan and its <br />land use designations. The City may also create addi- <br />tional development credits in the Ridgelands, which may <br />be exercised only upon transfer pursuant to this provi- <br />sion. <br /> <br />Section 4. <br /> <br />Definitions <br /> <br />The "Ridgelands" are generally defined by Interstate 580 on the <br />nOrth, the East Bay Regional Park District's Ridgelands' Regional <br />Park. and the current Union City city limits on the south, the <br />City of Hayward's current sphere of influence on the west, and on <br />the east by the 6?0' elevation contour On the east flank of <br />PleaSanton Ridge above Foothill Road. A map showing the bound- <br />aries on the Ridgelands is attached as Exhibit A. As used herein, <br />"current" means as of 1Januar~ 1990. <br /> <br />Section 5. <br /> <br />Implementation <br /> <br />Within 120 days after the effective date of'this initiative, <br />all text, tables, maps, diagrams, and other parts of the <br />General Plan or amendments thereto shall be amended to <br />render them fully consistent with, and implement this initi- <br />ative. <br /> <br />Within this period, if any alleged internal inconsistencies <br />in the General Plan are presented to the City, the City <br />Council, with the advice of Planning Commission shall a.d0pt <br />measures to clarify and resolve them as part of the process <br />of implementing this initiative. <br /> <br />Pending such amendment, as well as thereafter, the City, and <br />.its departments, boards, commissions, officers and employ- <br />ees, shall not grant any permit, approval or any other 1-end <br />'use entitlement, or take any other action, which is incon- <br />sistent with the General Plan as amended herein or this <br />initiative. <br /> <br /> <br />
