to have LOS F, but the delay dropped from 93.5 seconds to 74 seconds. This
change in delay time eliminates the need for a triple southbound left. The one
exception to this decrease in delay occurred at Stoneridge Drive and Hopyard
Road where the delay increases from 97.5 seconds to 117.1 seconds. This
intersection requires a free east-bound to south-bound right turn lane to return it
to an acceptable level of service.

. For the Dispersed Growth Plan without the Stoneridge Drive extension, a total
of 9 intersections failed to meet the City's LOS standard.

With the Stoneridge Drive extension 7 intersections failed to meet the City's LOS
standard. The Stoneridge Drive/EI Charro Road, and Santa Rita Road/I-580
east-bound off-ramp intersections improved from an F to a 0 in the p.m.

Similar to the Preferred Land Use Plan, there is less delay with the Stoneridge
Drive Extension. In addition, some mitigations required with the no Stoneridge
Drive option would not be required with Stoneridge Drive. For example,
improvements at 1-580 and Pimlico and the triple southbound left at Valley and
Santa Rita would not be required. Delays increases in the p.m. at Hopyard Road
and Owens Drive with the SDE option, but additional mitigations above those
already identified would not be required.

. For the Concentrated Development/Transit Oriented Development Plan
(with ITE generation rates) without Stoneridge Drive extension, a total of 9
intersections failed to meet the City's LOS standard. Stoneridge Drive at EI
Charro Road (already identified as F in the PM) drops from a 0 to an E in the
a.m..

With the Stone ridge Drive extension a total of 11 intersections failed to meet the
City's LOS standard. This includes the 9 intersections that were failing without
the Stoneridge Drive Extension plus two additional intersections (West Las
Positas at Hacienda in the a.m., and Stanley Boulevard and Reflections Drive in
the p.m.). West Las Positas at Hacienda would require a timing modification and
Stanley Boulevard at Reflections would require a second northbound left turn
lane.

. For the Concentrated Development/Transit Oriented Development Plan
(with reduced generation rates) without the Stoneridge Drive extension, a total
of 9 intersections failed to meet the City LOS standard. Stoneridge at EI Charro
(already identified as F in the PM) drops from a D to an E in the a.m..

With the Stoneridge Drive extension a total of 9 intersections failed to meet the
City's LOS standard. As with the Dispersed Growth alternative, the Stone ridge
Drive and EI Charro Road intersection improved from an F to a D in the p.m.
Similar to the Transit Oriented Development (with ITE rates), the Stanley
