Boulevard at Reflections Drive drops to LOS E and would require a second
northbound left turn lane.

In summary, when comparing each of the four land use plans without Stoneridge Drive
extension, the volume and delay characteristics were very similar. Variations existed at
a few intersections, but overall the same circulation system mitigations are necessary
for all the land use plans.

The same holds true when comparing the four land use plans with Stoneridge Drive
extension. Minor variations exist at a few intersections but overall the necessary
circulation system mitigations are similar for all the land use plans. The reason there
are few differences in traffic impacts for the land use plans is because the plans
generate very similar numbers of trips. Table 1, below, provides a comparison of trips
for each land use plan.

Table 1
Trip Comparison for Land Use Plans

AM TRIPS AM TRIPS AM TOTAL PM TRIPS PM TRIPS PM TRIPS
IN OUT IN OUT TOTAL
1996 General
Plan 48,033 32,591 80,624 46,297 57,239 103,536
Consensus
Preferred
Plan 48,154 32,287 80,441 47,412 58,191 105,603
Dispersed
Growth Plan 48,374 32,252 80,626 47,209 58,150 105,359
Transit
Oriented
Development
Plan (ITE) 48,806 32,511 81,317 47,368 58,650 106,018

Significant differences appear when the same land use is compared with and without
the Stoneridge Drive extension. With each of the land uses, improvements in delay are
common when the Stoneridge Drive extension is included in the circulation network.
Although the data does not show that the Stoneridge Drive extension improves the level
of service for a large number of critical intersections, it does decrease delay in several
locations, and in some cases reduces the level of improvements needed for mitigation
to an acceptable level of service.

Comparison of Volumes and Traffic Flow
Given the similarities of the traffic impacts for the three land use scenarios, staff decided
to provide the graphic analysis of volumes and traffic flow for the extension of
Stoneridge Drive using the Consensus Preferred Land Use Plan only. Citywide traffic
volumes are shown in map form in Attachments 9 through 12 for a.m. and p.m. peak
hours both without and with the Stoneridge Drive extension. Line widths are scaled to
traffic volumes to facilitate a visual comparison. Actual volume numbers are also shown
