<br />F. Concentrated Residential/TOD Land Use Plan with Stoneridge Drive <br />extension <br /> <br />The results of traffic modeling are presented several different ways: <br /> <br />. Level of Service calculations are shown for critical intersections (LOS 0, E and F) <br />for each land use plan both without and with Stoneridge Drive Extension for the <br />a.m. and p.m. peak hour. These tables enable the reader to see the impacts of <br />the road extension for each land use scenario. <br />. Volumes of traffic are shown in map and numeric form to enable a comparison of <br />traffic volumes and how they are distributed City-wide both without and with the <br />Stoneridge Drive extension and for the three land use scenarios. <br />. Traffic flow diagrams showing changes in traffic flow without and with the <br />Stoneridge Drive extension. <br />. A discussion of cut-through trips with and without the Stoneridge Drive extension. <br /> <br />Each of the above are described below. <br /> <br />Level of Service (LOS) Comparisons <br />The following is a comparison of level of service (LOS) at critical intersections for the <br />three land use scenarios both with and without the Stoneridge Drive extension. The <br />information summarized below is derived from information included in Attachments 3 <br />through 8. It is important to note that the following LOS measures are based on the <br />improvements included in the "working draft" circulation network and that most of the <br />intersections with an LOS of E or F as noted below can be further improved with <br />additional mitigation to operate at an LOS 0 or better. In a few cases (at Hopyard Road <br />and Owens Drive and the east-bound off-ramp to Santa Rita) the mitigations, including <br />widening and elimination of landscaping, may be inconsistent with the desired visual <br />and pedestrian character, as was discussed in the previous workshop. Some of the <br />intersections operating below a LOS 0 are in the Downtown area and are exempt from <br />the General Plan standard; these intersections are not counted in the paragraphs <br />below. <br /> <br />. For the Consensus Preferred Land Use Plan without the Stoneridge Drive <br />extension, a total of 9 intersections failed to meet the City's Level of Service <br />standard. <br /> <br />With the Stoneridge Drive extension there are also 9 intersections that fail to <br />meet the level of service standard. In addition, the 1-580 east-bound off-ramp to <br />Santa Rita Road is improved from F to D. The T-intersection with a stop sign on <br />the minor leg at West Las Positas at Coronado dropped from A to F. <br /> <br />While the number of intersections failing to meet the level of service standard <br />remained the same with and without the Stoneridge Drive extension, the length <br />of delay and level of improvements needed to mitigate the intersections <br />decreased.
