some evenings, thereby reducing the likelihood for any traffic problems in the <br />surrounding residential area. <br />Based on vehicle count estimates conducted by the church staff, the existing activities on <br />the site generate approximately 280 trips over three separate worship services on Sunday <br />mornings. Based on City traffic counts, the uses on the site generate approximately 260 <br />trips per day Monday though Friday. The church's preschool and the day care generate <br />the majority of these trips; small Bible studies, choir meetings, etc. also meet on weekday <br />evenings. Currently there are approximately 1,490 trips on Sundays (based on City traffic <br />counts and church staff estimates) and approximately 1,975 trips per weekday (based on <br />City traffic counts) on Golden Road between Hopyard Road and the church's driveway. <br />These traffic levels are below or on the lower side of the General Plan standard for <br />neighborhood streets of 2,000 to 3,000 trips per day. Hopyard Road has 11,600 trips per <br />weekday (based on City traffic counts) which is below the General Plan standard of <br />15,000 trips per day for atwo-lane arterial street. Lastly, Del Valle Parkway has 2,500 <br />trips per weekday (based on City traffic counts); this figure is well below the General <br />Plan standard of 6,000 to 9,000 trips per day for atwo-lane collector street. The existing <br />and General Plan buildout level of service (LOS--a description of intersection traffic <br />flow, delay and maneuverability) for the intersection of Del Valle Parkway and Hopyard <br />Road is "A". No modifications to the church's preschool is proposed. <br />The church states that one of the Sunday worship services would be discontinued. Based <br />on church attendance projections, there would be a net increase of 111 people who would <br />visit the site. Assuming a ratio of 3 persons per vehicle, there would be an increase of <br />approximately 74 trips to the site on Sundays, and the traffic on Hopyard Road, Golden <br />Road, and Del Valle Parkway would remain below General Plan traffic standards. <br />Furthermore, the church has informed staff that it is not uncommon for up to three <br />families per Sunday worship service to walk to the church. Therefore, no traffic <br />mitigations are required for the subject project. <br />Staff was contacted by Pat Merrigan who resides at 5077 Golden Road, directly opposite <br />the church's existing driveway. Mr. Merrigan expressed concern about the traffic <br />generated by the preschool and evening activities. Bea Robinson (1405 Calle Enrique) <br />and Stephanie Taylor (1546 Calle Santiago) expressed concern about the amount of <br />traffic on Hopyard Road. <br />Staff conduced a site visit on a weekday at approximately 9:15 am. The church notes in <br />its statement of operations that the drop off for the first preschool session takes place <br />between 9 am and 9:30 am. Many vehicles were entering and leaving the lot at this time <br />as parents arrived to drop off their children.
