Parking <br />As proposed, the 18-space parking lot would be eliminated, and anew 4~1-space parking <br />lot would be constructed to the northeast of the existing church, resulting in a total of 95 <br />parking spaces on the site. <br />The zoning ordinance requires that a church provide one parking space for every six fixed <br />seats and one space for each 60 square feet of floor area usable for seating if seats are not <br />fixed, in all facilities in which simultaneous use is probable. However, the zoning <br />ordinance also requires that educational facilities (including classrooms) provide one <br />parking space for each teacher, plus one space for each four students in grade 10 or <br />above. <br />The new sanctuary will have 310 fixed seats, and the required parking for this portion of <br />the church is 52 spaces. Sunday school classes are mainly attended by the children whose <br />parents are attending a church worship service at the same time, and, in most cases, the <br />parents and children arrive in the same vehicle. Therefore, staff believes that the Sunday <br />school is not a complete simultaneous use. The only individuals in the Sunday school <br />classes which would generate a need for parking spaces would be the teachers and some <br />of the students which are of age to drive. Based upon the church's statement which <br />estimates future attendance, the assumption that the teacher to student ratio would remain <br />the same (one teacher for every seven youth grade nine and below), and the assumption <br />that l/4 of all of the students grade 10 or above would drive to church, the Sunday school <br />use would generate a need for 38 parking spaces. The total parking demand for the new <br />sanctuary and all of the available classrooms (the existing sanctuary would be used for <br />Sunday school) would be 90 spaces. Therefore, staff believes that, as proposed and <br />conditioned, there will be adequate off-street parking to meet the church's needs. <br />However, as a precautionary measure, staff has conditioned that the parking be <br />reexamined by staff one year after occupancy of the new construction. Additional <br />conditions of approval could be added at that time, if necessary. For example, the City <br />could add a condition limiting the number of Sunday school students and teachers <br />allowed during the Sunday services. <br />Traffic and Circulation <br />As stated earlier, the church is almost completely surrounded by residential development. <br />Churches are a common use in residential areas, and they are typically regarded as "good <br />neighbors" because they generally experience peak periods of usage on weekends and on <br />Case tVo.
