parking spaces were taken and did not see any of the parents parking on the street. Staff <br />understands Mr. Merrigan's concerns given that he owns the lot directly opposite the only <br />driveway currently providing access to the site. However, staff notes that the traffic on <br />Golden Road or on Hopyard Road on weekdays would not increase as a result of the <br />proposal because the current proposal does not include an increase to the capacity of the <br />preschool (nor does the church anticipate an expansion of this use in the future). Given <br />the proposal to locate a new parking lot off Del Valle Parkway, the weekday and evening <br />traffic to and from the church along Golden Road will most likely remain the same or <br />possibly be reduced because visitors would have the option of using the Del Valle <br />Parkway parking lot. <br />It should also be noted that alert-hand turn pocket allows people to make a left turn onto <br />Golden Road from Hopyard Road without causing interference with through traffic. The <br />General Plan identifies Hopyard Road (currently tvvo lanes wide beriveen Valley Avenue <br />and Division Street) as a four-lane divided street; however, current traffic volumes do not <br />indicate a need for such a widening at this time. <br />The Department of Public Works has reviewed the existing Hopyard Road and Del Valle <br />Parkway right of way to ascertain whether additional right-of--way would be needed to <br />accommodate an additional left hand turn lane leading traffic from southbound Hopyard <br />Road onto eastbound Del Valle Parkway. Given the amount of existing right of vvay, this <br />improvement could be accommodated in the future without the need for additional <br />right-of--way. <br />On the original site plan submitted by the church, there was no connection between the <br />two parking lots. The church administration did not want cars driving between the <br />parking lots so as to avoid any potential pedestrian vehicle conflicts. Upon review of the <br />site plan, the Fire Department requested that the church install an emergency vehicle <br />access (EVA) between the lots since there was not enough room to provide an adequate <br />turn-around area (the Fire Department standard is a minimum inside turning radius of 45 <br />ft. and a minimum outside turning radius of 55 feet) in the new parking lot. The EVA <br />would consist of pavers and have red-striped rolled curbs at each end. <br />Landscaping <br />A tree report was submitted by the applicant as part of the design review application. The <br />report describes the species, size, health, and location of the existing trees and also <br />recommends any special precautions necessary for trees worth preservation. <br />Cuse No. Z-99-212/UP-99-d0 Planning Commission <br />Page 9 <br />
