Planning Commission Workshop (September 13, 2006) <br />At the workshop, staff proposed the following questions: <br />1. Is the location of the education building appropriate? <br />2. Should the western parking lot (Golden Road} be expanded to alleviate street parking <br />during congregation? <br />3. Should the parking lots be connected? <br />4. Is the architecture of the proposed development compatible and complimentary to the <br />existing facility? <br />The residents on Golden Road and on Del Valle Parkway reiterated their concerns addressed at <br />the neighborhood meetings. In response to staff's questions, the Commission had the following <br />comments: <br />^ Possibility of creating a left-turn pocket on Del Valle Parking for eastbound traffic <br />turning into the church's parking lot; <br />^ Possibility of closing the existing driveway off Golden Road; <br />^ Possibility of creating a new driveway off Hopyard Road; <br />^ Possibility of connecting two existing parking lots on the site; and, <br />^ Compare classroom sizes: existing vs. proposed. <br />V. ANALYSIS <br />Land Use <br />The conditional use permit process evaluates a proposed use and potential effects of the <br />proposed use on surrounding uses. <br />Trinity Lutheran Church has been successfully operated at the subject site since 1969. There <br />was no record of neighborhood issues concerning the facility. The proposed location for the <br />education building, the Youth CenterJmultiple-purpose room, and the parking lot layouts are <br />very similar to the master site plan that was included in the 1999 expansion. <br />The current proposal includes the removal and replanting of the existing pine trees along Golden <br />Road, restriping and paving the parking lot, installing additional parking lot lights similar to the <br />lights that are currently in the parking lot, and to create a berm along Golden Road to shield <br />vehicle lights in the parking lot.
