management person or team was overcommitted and they were unable to take on <br />additional work. <br />Tetra Tech, Inc. is currently under contract with the City and is working with City staff in <br />providing construction management services for the Santos Ranch Pump Stations <br />reconstruction project and also the construction of the Vineyard Hills Water Reservoir <br />and Access Road project. <br />Tetra Tech's construction management inspection and oversight services on both of <br />these projects have been conducted at a very high professional level and the City is <br />very satisfied with the firm's capabilities and inspection team. Staff has reviewed the <br />rate schedule and professional employee hours that have been proposed by Tetra Tech <br />Inc. and found the firm's rates to be competitive with past and current construction <br />management firms doing similar work for the City. Based on a number of factors, <br />including Tetra Tech's qualifications, the fact that they are currently providing excellent <br />construction management services for the City on the aforementioned projects, that the <br />same construction management "team" would be utilized for the water pumping station <br />project (thus providing considerable economies-of-scale to the City with Tetra Tech <br />managing three, and later two, projects at the same time), their familiarity with the City's <br />pump station design and construction needs, staff recommends that Tetra Tech Inc. be <br />selected to provide the construction management and inspection services for this water <br />pump station project. A copy of Tetra Tech's scope of work and fees are included within <br />the attached professional services contract. <br />Garber Engineering was the lead pump station design consultant for the Vineyard <br />Corridor Water Booster Pump Station Project. The lead consultant also utilized two <br />other specialty design sub-consultant's for the project (the electrical and structural <br />design portions). Due to the unique understanding of the pump station design, City staff <br />requested the design team to submit a proposal to the City for engineering support <br />services to include shop drawing review, design clarification requests, specialty <br />inspection services and technical consulting during the pump station construction <br />phase. It is not uncommon to utilize the pump station design team during construction <br />to assure the contractor's proposed electrical, mechanical, civil an structural product <br />submittals and specialized work meet the station's design plans and specifications. <br />Staff has thoroughly reviewed the rate schedule and professional employee hours that <br />have been proposed by the Garber Engineering design team for their construction <br />services work on this project. We have found the firm's rates to be competitive with <br />other construction services contracts for similar work in the City. Staff has negotiated <br />the attached construction services contract with Garber Engineering. Their scope-of- <br />work and time and materials based estimates along with fee schedule are incorporated <br />within the attached professional services contract with an established billing limit. Based <br />on these competitive rates and the design team's specialized understanding of the <br />project, staff is also recommending Council approval of the Garber Engineering <br />construction services contract to complement the construction management services <br />Page 3 of 4 <br />
