BACKGROUND <br />Tract 7815 (The Estates on Oak Ridge) is a single-family residential subdivision <br />proposed by Greg Reznick, Threehand LP. The site is located on the south side of the <br />Old Vineyard Avenue (Trail) opposite the future school site, as shown on the attached <br />vicinity map. In addition to seven single family detached custom residential lots, Tract <br />7815 also creates Parcel "A," the City water reservoir parcel. <br />City Council approved a planned unit development (PUD-54) application by Greg <br />Reznick, Threehand LP, in August 2006. Subsequently, later that same month, the <br />Planning Commission approved the Tentative Map for this project. These approvals <br />covered property located at 5 Windy Oaks Drive (formerly 1680 Vineyard Avenue). <br />This project represents a collaborative effort between the applicant and the City. Staff <br />has worked closely with Mr. Reznick and his consultants to ensure that the private road <br />alignment on the property was compatible with the City's access requirements to the <br />water reservoir as well as the proposed single-family development. Staff feels the <br />development is appropriate in density and design for this site, addresses the types of <br />issues and concerns staff normally has regarding hillside development, and conforms to <br />the Vineyard Avenue Corridor Specific Plan. Staff believes the finished project will be an <br />attractive component of this Vineyard Avenue neighborhood. <br />Final Map and Improvement Plans <br />The Engineering staff and the Planning staff have reviewed the Final Map and <br />Improvement Plans and have found them to be in substantial conformance with the PUD <br />development plans and tentative map. The development proposes an access road, <br />which will serve as a primary access to the City water reservoir and the seven residential <br />lots. The access road will cross the Old Vineyard Avenue (Trail) at Theissen Street. The <br />details of the trail crossing will be determined with the construction plan for the Vineyard <br />Trail project. An emergency vehicle access roadway (EVA) will be constructed between <br />the proposed access road and the existing neighbor's driveway to the east (Roberts) to <br />provide a secondary emergency access to the project site. <br />Upon their completion and acceptance, the sanitary sewer and the water systems within <br />the access road serving this project will be maintained and operated by the City. The <br />access road and storm drain system within the project area will be private and <br />maintained by the Maintenance Association of this tract. <br />The project developer has posted a bond in the amount of twenty-five thousand dollars <br />to assure tree preservation during grading. An erosion control and construction hazard <br />bond, subdivision bonds (Letter of Credit), Access Road and Utilities improvement bonds <br />and insurance certificate have also been submitted. Subdivision fees, Vineyard Avenue <br />Specific Plan fees, and other City fees (with credit for the existing home) have been <br />received from Threehand LP. <br />Page 2 of 4 <br />
