Staff and the applicants agree that these conditions are appropriate. As such, the <br />recommended conditions of approval in Exhibit B are those recommended by the <br />Planning Commission and staff. <br />Neighbor Comments <br />Notice of this application was sent to all property owners living within 1,000 feet of the <br />subject property. Staff has received letters and phone calls from some of the <br />neighboring property owners, and some neighbors commented at the Planning <br />Commission meeting (see Attachments 7, 8, and 9). A brief summary of public <br />comments in general and staff's response to comments are shown below. <br />1. Several neighbors on Gray Fox Circle expressed a concern about the visibility of the <br />house on Lot 1 and its potential impacts on privacy. Some neighbors request that <br />the house be lowered in height and/or moved north by approximately 5 feet. <br />Staff Comments: There is a significant amount of landscape screening, over ten <br />existing trees, behind the house proposed on Lot 1 which is proposed to remain. As a <br />goodwill gesture, the applicants recently planted nine additional evergreen trees by the <br />rear property line to fill in the gaps in landscaping. Moreover, the applicants will lower <br />the grade under the proposed house by two feet and will lower the roof pitch of the <br />house by approximately 1.5 feet such that the house will appear to be approximately <br />25 feet in height when viewed from Gray Fox Circle. As conditioned, the house will be a <br />medium or dark brown or gray color to blend in better with the landscaping and hillside. <br />Staff and the Planning Commission believe these measures are appropriate. The house <br />design, height, and location as conditioned would be consistent with the Vineyard <br />Avenue Corridor Specific Plan. <br />The Beratlis Place and Hatsushi developments are also visible from Gray Fox Circle. At <br />Beratlis Place, the homes visible from Gray Fox Circle are required to be 24 feet in <br />height or less, and one story. At the Hatsushi property, the homes adjacent to those on <br />Gray Fox Circle are required to be 25 feet in height and one story, and the house pads <br />are 12-20 feet lower than the top of the ridge separating the two subdivisions. In regard <br />to the Hatsushi property, the Vineyard Avenue Corridor Specific Plan states that these <br />homes can be limited to 25 feet in height to preserve the privacy and views of the <br />homes on Montevino Drive. The Specific Plan does not have such a restriction for the <br />proposed home on Lot 1 of the Aminian-Sadri property and sets the maximum house <br />height on Lot 1 at 30 feet. <br />2. A few neighbors stated that the project will be attractive. <br />3. A neighbor on Ingrid Court expressed concerns about construction using Clara Lane. <br />A neighbor on Montevino Drive reiterated that the construction traffic for the <br />Hatsushi project should use Clara Lane, once it is available. <br />Staff Comments: In regard to the Aminian-Sadri project, the Planning Commission <br />added a recommended condition of approval limiting the hours construction traffic can <br />Page 6 of 8 <br />
