9. Vehicular access to Lots 10 through 13 for construction and <br />non-construction traffic may be temporarily provided by way of the <br />Emergency Vehicle Access (EVA) connection to Montevino Drive until <br />such time as the public street/cul-de-sac connection to Clara Lane or <br />Vineyard Avenue is achieved. <br />10. A quick completion of the Clara Lane extension to Road `A' of the <br />development covered by this project is urged. <br />As part of the project, the applicants will construct the public infrastructure needed <br />specifically for their proposed project, such as the Clara Lane extension and public <br />utility line connections. This construction may benefit other properties, such as the <br />Nespor and Hatsushi properties. These other properties will be responsible for a <br />fair-share cost of this construction when they develop. <br />DISCUSSION <br />Staff believes all outstanding issues have been adequately addressed. Several <br />neighbors still have concerns, and these are addressed in the public comment section <br />below. For the Council's information, the attached Planning Commission staff report <br />includes a detailed discussion about the following: the visual analysis, the open space <br />area, the tree report, the geotechnical studies, proposed fencing and retaining walls, <br />proposed grading drainage and utilities, the inclusionary housing requirements, growth <br />management, green building, and PUD ordinance findings. <br />Planning Commission <br />On January 10, 2007, the Planning Commission reviewed the proposed project. By a <br />5 to 0 vote, the Planning Commission recommended approval of the project, subject to <br />the conditions shown in Exhibit B. Public comments are addressed in the <br />Neighborhood Comment section below. The January 10, 2007 Planning Commission <br />meeting minutes are attached for the Council's information (Attachment 9). <br />At the meeting, the Commission recommended six additional conditions of approval <br />1. Require a disclosure that animals live near the property and may create noise, <br />odor, and other impacts. <br />2. The grade under the house on Lot 1 shall be dug down by two feet and the roof <br />lowered by 1.5 feet. <br />3. Require construction related equipment and vehicles to and from the site <br />between the site between 8:00 a.m. and 6:00 p.m, only. <br />4. The driveway leading to Lot 1 shall be a color and material which blends in with <br />the hillside, <br />5. The chimney materials on each lot shall be different from one another and from <br />the main exterior body material of the house and the spark arrestors shalt blend <br />in with the color of the chimney. <br />6. Significant tree landscaping, such as seven to eight additional trees, shall be <br />added around the garage on Lot 2. <br />Page 5 of 8 <br />
