use Clara Lane from 8:00 a. m. to 6:00 p. m. Staff agrees with this condition. When the <br />PUD for the Hatsushi project was approved in 2006, construction traffic from the <br />Hatsushi project was urged to use Clara Lane, as is set forth in the Vineyard Avenue <br />Corridor Specific Plan. <br />4. Frank Jardin, 751 Clara Lane, expressed concern about how close the Clara Lane <br />extension and related road improvements would be to his house. <br />Staff Comments: Mr Jardin has already deeded land and granted easements to the <br />City for the extension of Clara Lane. In a deal between Delco Builders and Mr. Jardin, <br />Delco Builders paid Mr Jardin $133,556 to grant the land and easements to the City. <br />Delco Builders also paid the City for the road improvements across the Jardin property. <br />5. Jeff Nespor, 837 Clara Lane, expressed concerns about the logistics of the Clara <br />Lane extension, such as how the drainage will be handled, where retaining walls are <br />proposed, etc. <br />Staff Comments: Staff is committed to working with surrounding neighbors on the <br />logistics of the road extension. In a deal between Delco Builders and the Nespors, <br />Delco Builders paid the Nespors $70,000 to move the road extension farther onto their <br />property and farther away from Mr. Jardin's house. The Nespors will have to reimburse <br />Aminian-Sadri for the cost of the Clara Lane improvements along the Nespor frontage <br />when the Nespors' develop their property. <br />ENVfRONMENTAL ASSESSMENT <br />An Environmental Impact Report was prepared and certified for the Vineyard Avenue <br />Corridor Specific Plan. The California Environmental Quality Act (CEQA) specifies that <br />individual residential development projects that are prepared pursuant to the <br />requirements of an adopted specific plan, for which an EIR has been prepared and <br />certified, are exempt from additional environmental review. Therefore, no <br />environmental document accompanies this report. <br />CONCLUSION <br />Staff believes that as conditioned, the proposed development will be attractive. The <br />applicants, in staff's opinion, satisfactorily addressed all of the standards and guidelines <br />of the Vineyard Avenue Corridor Specific Plan for this area, including architectural and <br />landscape design criteria, grading, geotechnical concerns, etc. Therefore, staff believes <br />this will be an attractive addition to the City's neighborhoods and is consistent with the <br />Vineyard Avenue Corridor Specific Plan. <br />Submitted by: <br />~r~ _.I ~-_ < i. <br />` Jerry Iserson <br />Director of Planning <br />and Community Development <br />pp <br />David P.
