The project developer will <br />construct improvements to the Stanley Boulevard/Bernal ^ venuelV alley A venue intersection <br />that will mitigate existing/approved/project scenario to Level-Of-Service "0". The project de- <br />veloper is required to pay City traffic mitigation fees and Tri-Valley Transportation Council fees <br />that will go towards the construction of improvements for intersections affected by the proposed <br />project's traffic. Therefore, this impact is considered to be a less-than-significant-with- <br />mitigation-incorporated. <br /> <br />c) There is significant reason to use this site for the proposed development. Presently the only <br />other Home Depot store in Pleasanton is on Johnson Drive near the I-580/I1opyard Road inter- <br />change. Additionally, the neighborhood commercial uses of this development would serve the <br />nearby residents. Staff believes that the proposed development would serve to reduce the num- <br />ber of cross-town trips on weekdays and weekends for members of the community seeking these <br />services. Therefore, this would be a less-than-significant-impact. <br /> <br />d-e) Public street access is provided directly from Bernal Avenue and Stanley Boulevard. A sepa- <br />rated sidewalk will be constructed along the project's street frontages. Internal sidewalks will be <br />provided from the Home Depot store to the public sidewalk. All access driveways and internal <br />circulations areas are designed to City standards. Therefore, this would be a less-than- <br />significant-impact. <br /> <br />f) Based upon the City's parking standards for retail uses alone, 606 parking spaces would be re- <br />quired for 181,904 square feet of floor area; 697 parking spaces are proposed creating a surplus <br />of 91 parking spaces. The garden center's area was incorporated into the parking calculation <br />based upon observations of the Ilome Depot stores in Livermore, San Ramon, and Pleasanton, <br />which would indicate that the garden center can function as a stand-alone use and, therefore, that <br />its area should be incorporated into the parking calculation. Therefore, this would be a no- <br />impact. <br /> <br />g) Bicycle racks will be conditioned to be provided with this development.
