TRANSPORTATION AND TRAFFIC <br /> <br />Environmental Setting <br /> <br />The Stanley BoulevardlBernal Avenue/Valley Avenue intersection is operating at level-of-service "0" <br />and "E" for the critical a.m./p.m. peak commute hours (7:30 a.m, to 8:30 a.m. and 4:30 p.m. to 5:30 <br />p,m,), respectively. Program 2.5 of the Circulation Element of the Pleasanton General Plan states, "Re- <br />quire whatever mitigation measures are necessary, including the withholding of building permits, to re- <br />turn intersections to acceptable levels, in the event that LOS "0" is exceeded." <br /> <br />Standards of Significance <br /> <br />For purposes of this environmental document, an impact is considered significant if the proposed project <br />would: <br /> <br /> .
