<br />· The applicant will pay for the purchase and installation of a radar speed detection <br />sign for use by the City on Valley Avenue between Santa Rita Road and Stanley <br />Boulevard. <br /> <br />· The project provides the ability to ride a bicycle on a ten-foot wide and an eight- <br />foot wide separated sidewalk on Stanley Boulevard and Bernal Avenue, <br />respectively. These designated bike routes will be in addition to the bike lanes <br />provided in the street rights-of-way. <br /> <br />· The City will prioritize its Pavement Management Schedule to include resurfacing <br />the section of Valley Avenue between Santa Rita Road and Busch Road with <br />noise attenuating paving material before occupancy of the first building. The <br />applicant will pay to the City upon demand the cost differential between standard <br />pavement material and noise attenuating pavement materials. <br /> <br />· The property owner will participate in a land secured improvement district created <br />to pay the construction costs for the EI Charro Road/Stanley Boulevard <br />intersection, and will pay the development's pro-rata share of the intersection's <br />construction costs upon demand. <br /> <br />· The applicant will pay for the purchase of a radar speed detection device to be <br />used on Valley Avenue between Santa Rita Road and Busch Road to help <br />mitigate speeding. <br /> <br />Zoning <br /> <br />Stanley Business Park PUD Development Plan <br />As stated in Table 6 of the Planning Commission staff report, the proposed project <br />meets or exceeds the development standards of PUD - C (Planned Unit Development- <br />Commercial) District and the Stanley Business Park development plan. <br /> <br />PUD Maior Modification <br />The Stanley Business Park PUD allows specific construction-oriented businesses, <br />automotive uses, etc., as permitted uses. Limited retail and personal services <br />supporting the business park uses are also allowed. The proposed project will <br />introduce a major retail development to this area, reflecting the uses on the west side of <br />Bernal Avenue. Accommodating the proposed retail uses requires the major <br />modification of the Stanley Business Park development plan. A brief synopsis of the <br />proposed uses follows: <br /> <br />· Automotive and boat sales and repair and automotive parts stores are deleted. <br /> <br />· Firearm sales and related activities are deleted. <br /> <br />· All manufacturing and repair related uses as primary uses were deleted. <br />However, specified retail uses, e.g., ice cream parlors, candy stores, etc., permit <br />the on-premises manufacture of product for sale or consumption.
