Exhibit A <br />Page 2 <br />proceed with a single survey or two surveys, based on the City's research needs and <br />budget. <br />After the initial meeting, FMM&A will draft the questionnaire, maintaining close phone <br />and a-mail contact with the City to follow up on issues discussed during the kickoff <br />meeting. FMM&A will present a first draft of the survey questionnaire for review and <br />comment by City staff. After collecting feedback, we will revise and refine the survey <br />questionnaire. We foresee proceeding through several drafts of the survey, <br />incorporating feedback before each revision, to arrive at a final questionnaire that <br />obtains the information desired. Before commencing interviewing, FMM&A will secure <br />the approval of the appropriate City representative on the final version of the <br />questionnaire. <br />Pre-Testing: Once approved for fielding, the questionnaire will be pre-tested with a <br />sufficient number of respondents to assure ease of administration and flow. Such <br />testing will also verify the length of the questionnaire and the survey questions' clarity <br />and comprehensibility. The results of the pre-test will be reviewed with the client in order <br />to determine if any adjustments need to be made before interviewing proceeds. <br />Interviewing: FMM&A will subcontract for telephone interviewing services with McGuire <br />Research Services, Inc., a telephone interviewing facility with which we have <br />collaborated on hundreds of research projects. MRS has well-established procedures to <br />supervise the interviewing process and to verify that interviews are conducted according <br />to specifications. Among these procedures are the monitoring of actual interviews by <br />on-site supervisors, identification of each interview by interviewer, and the use of a <br />regularly employed staff of professional, full time interviewers. There is an established <br />protocol for callbacks of busy or "not-at-home" numbers designed specifically to <br />maintain the randomness of interviewee selection. FMM&A retains all interviews as part <br />of its data processing procedures described below. <br />Data Analysis: Response data will be analyzed by FMM&A's Data Processing and <br />Analysis Department staff using Survey System and SAS software, both well- <br />documented and widely used data analysis software packages. As needed, FMM&A <br />may augment Survey System and SAS with its own custom-designed statistical analysis <br />program to report the tabulation and cross-tabulation of data. The Data Processing and <br />Analysis Department staff employs a data checking and editing system to eliminate <br />errors and document the handling of data received from the interviewers. <br />The day after interviewing has been completed, FMM&A will a-mail the client "topline" <br />results of the survey. These results will present the overall percentage of respondents <br />that chose each answer to each of the survey's questions. <br />Within two days, FMM&A will provide the client with a comprehensive set of cross- <br />tabulated results. The cross-tabulated results will include a table for each question or <br />demographic variable in the survey, with a series of up to 200 columns indicating how <br />various subgroups of the City electorate responded to that question.
