9. The church shall offer to create a liaison committee with the Pleasanton Village <br />Association whose purpose will be to identify neighborhood issues as they arise. If the <br />Pleasanton Village Association agrees to participate in the liaison committee, it shall be <br />established prior to issuance of a building permit for the project. <br />10. During Sunday services, the church shall place a few temporary A-frame signs along the <br />Rheem Drive separated sidewalk planter south of the church site which state: "St. <br />Elizabeth Seton Church members, please don't park in front of residences during <br />Sunday services" or similar language acceptable to the Planning Director. <br />11. The church shall regularly inform its members to park at the church site, park in the <br />parking lot at the 2174-2186 Rheem Drive property, or park along the church's Rheem <br />Drive frontage, but not park in front of the adjacent residential neighborhoods or the off- <br />street parking spaces in the other light industriaVoffice developments along Rheem <br />Drive. <br />12. Prior to issuance of a building permit, the applicants shall obtain a written parking <br />agreement from the property owners of 2174-2186 Rheem Drive to use their parking lot <br />during the church's evening Sunday services. If the applicants cannot secure a parking <br />agreement with the 2174-2186 Rheem Drive property, then the church shall secure <br />another suitable off-site parking area for overflow parking, subject to the review and <br />approval of the Planning Director, or shall construct an on-site gravel parking lot in the <br />undeveloped eastern side of the church site to accommodate overflow parking. The <br />exact location and design of the on-site parking shall be subject to the review and <br />approval by the Planning Director prior to installation. Should the parking agreement <br />ever be terminated, the church shall notify the City immediately. The church shall <br />secure, within 30 days of the termination, another suitable off-site parking area for <br />overflow parking, subject to the review and approval of the Planning Director, or shall <br />construct within 60 days an on-site gravel parking lot in the undeveloped eastern side of <br />the church site to accommodate overflow parking. The exact location and design of the <br />on-site parking shall be subject to the review and approval by the Planning Director prior <br />to installation. <br />13. If the Planning Director determines that the off-site parking at 2174-2186 Rheem Drive is <br />not being effectively used by the Church, the applicants shall work with the Planning <br />Director to investigate options to increase the effectiveness of the off-site parking lot. If <br />the Planning Director determines that this off-site parking continues not to be used, the <br />Planning Director may inform the Church to construct an on-site gravel parking lot in the <br />undeveloped eastern side of the Church site to accommodate the overflow parking <br />within 60 days. The exact location and design to be subject to the review and approval <br />of the Planning Director prior to installation. <br />14. Prior to issuance of a building permit, the applicants shall install a crosswalk on Rheem <br />Drive between the church site and the off-site parking at 2174-2186 Rheem Drive. The <br />final location and design of the crosswalk shall be submitted for the review and approval <br />by the City Traffic Engineer prior to installation. <br />15. The two existing entrance gates to the western parking lot shall be closed when the <br />church is closed or when the parking lot is not needed for church parking. <br />16. The applicants shall revise the grading and drainage plan as follows: <br />
