a. Portions of the western parking lot area shall drain to a bioswale, as determined to be feasible by the City Engineer. b. The bioswales shall be enlarged/redesigned to comply with typical engineering sizing/design standards for bioswales, as determined by the City Engineer. c. The bioswales shall be relocated out of sidewalk areas. Said modifications shall be submitted in conjunction with the plans submitted for issuance of building permits and shall be subject to review and approval by the City Engineer and Planning Director prior to issuance of building permits for the project. 17. Prior to occupancy of the parish center building, the applicants shall install a five to six- foot tall fence (solid or open design) in the church's southern planter area near the "elbovl' of the Bowen Street and Alexander Way intersection to prevent people from using this "short cut" to reach the church. The precise location and design of the fence shall be shown on the plans submitted for issuance of building permits and shall be subject to review and approval by the Planning Director prior to issuance of building permits for the project. 18. The parish center doors shall remain closed when not being used for ingress/egress purposes and self-closing door mechanisms shall be utilized on all exterior doors. In addition, all operable windows shall remain closed during basketball practices/games and banqueUbenefiUdances. 19. The parish center activities shall not exceed the City's Noise Ordinance limits (60 dBA) for commercial properties that operate after 10:00 p.m. and are located adjacent to residences. Several noise readings shall be taken by the City after the parish center starts operation to ensure that the noise level is in compliance with the maximum 60 dBA allowed by the Municipal Code. 20. The project architect shall reduce the height of the gymnasium to the furthest extent feasible. 21. The approved building colors and materials shall be indicated on the final building permit plans. Any proposed revisions to these approved colors or materials must be submitted for review and approval by the Planning Director prior to painting/ installation. 22. The project developer shall effectively screen from view all ducts, meters, air conditioning equipment, and any other mechanical equipment, whether on the structure, on the ground, or on the roof, with materials architecturally compatible with the building. Screening details shall be shown on the plans submitted for issuance of building permits, the adequacy of which shall be determined by the Planning Director. All required screening shall be provided prior to occupancy. 23. All mechanical equipment shall be constructed in such a manner that noise emanating from it shall not exceed 60 dBA at the property plane. 24.
