ATTACHMENT 5 <br />to ITEM #4 <br />Draft Community Character Element <br />Councilmember McGovern: Thank you for your questions. Please see explanations/answers, <br />below, in italics. For reference, 1 changed the bullets to numbers. <br />1. Page 10-2, last paragraph, do we really think the Livermore Golf Course and the Airport <br />provide a maior separation between Pleasanton and Livermore??? They don't physically <br />touch our city limits do they? Once Livermore develops on their side of El Charro, do we <br />have a major separation? <br />[JIJ This sentence states that the quarry lands, golf course and airport "currently" <br />provide a major separation. When both sides of EI Charro Road are developed as <br />planned this will no longer be the case, at least in terms of a visual separator as seen <br />from I-580. Policy 10 addresses the community separator issue but focuses on <br />Stanley Boulevard where it is more likely that a visual separation can be maintained <br />2. Page 10-3, last pazagraph, if we know that we have limited walk ability of the city <br />currently, what is our plan to change that? <br />[JIJ In this draft element it is addressed under Goa16 (Program 17.3 and Program <br />19.1). It will also be addressed in the Circulation and Land Use elements. <br />3. Page 10-5, is this where we should discuss the Alamo Canal under pass for the bicycle and <br />pedestrian trail connecting Pleasanton to Dublin and beyond?? <br />[JIJYes. We can add the following sentence to the end of that paragraph. "The City <br />of Pleasanton is working in cooperation with the East Bay Regional Park District, <br />Cal Trans, Zone 7 Water Agency and the City of Dublin to assess the feasibility and <br />ftnancing for an under freeway link of the Alamo Canal Trail. " <br />4. Page 10-5 under sustainability. Should we discuss the goals of making the city more walk <br />able, bike able, connecting the neighborhoods and open space with trails and bike lanes <br />etc? <br />[JIJThe following bullet could be added to that section: "Trails, bike lanes and other <br />links that connect neighborhoods, schools, and open space for walkers and <br />bicyclists, and provide an alternative to auto travel. " <br />5. Should we mention "tree lined" streets early as a contributor since they give the <br />community character and we have more trees by faz than most cities? <br />[JIJWe can add the phrase "an abundance of street trees" to the description in the <br />fourth paragraph on page 10-1. <br />6. What about the Pleasanton Arch, it is unique and truly gives the downtown character. Is it <br />not a historical entity too? We mention the Hacienda Drive Arch on page 10-11. <br />[JIJ The Pleasanton Arch is included in the list of Historic Structures and <br />Neighborhoods shown in Table 7-3 and Figure 7-4 of the Draft Conservation and <br />Open Space Element. The Pleasanton Arch helps define Pleasanton's historic <br />downtown. On p. 10-6, paragraph 3, sentence 4 could be amended as follows: "The <br />historic buildings, and the Pleasanton Arch street trees, many restaurants, special <br />paving, and street furniture, along with unique shops, all enhance the pedestrian <br />scale and attractiveness of Downtown Pleasanton. " <br />7. Page 10-8, Pazks, Should the addition the Bernal Grand Park be discussed as a coming <br />community character definer? <br />[JIJOn p.10-8, under Parks, the following sentence could be added: "In the future, <br />the Bernal Grand Park will be developed and will provide a location for additional <br />community activities. Lakes, wetlands, the Grand Meadow, sports fields and other <br />facilities will be visible from I-680 and Bernal Avenue. " <br />
