Community Programs; Conservation and Open Space; Community Character (to <br />be reviewed by the City Council as part of this agenda item); Economic and <br />Fiscal; and a new Energy Element (to be reviewed by the City Council in Spring <br />2007). These draft elements are now ready to be formatted into the Public <br />Hearing Draft General Plan which will be the "project" for the Draft Environmental <br />Impact Report. <br />• Preliminary Council Consensus on Land Use and Circulation and Results of <br />Preliminary Modeling. On April 25, 2006, the City Council reached a preliminary <br />consensus on where the remaining residential units under the cap would be <br />located. In August 2006, the City Council agreed on a refined preliminary <br />circulation network. Work is currently underway to model the preliminary land use <br />on the preliminary circulation network. The results of this modeling will be <br />presented to the Planning Commission and City Council at the joint workshop <br />scheduled for January 30t . At that time, the City Council will be asked to provide <br />direction regarding any further circulation network mitigations or land use changes <br />prior to commencing the Environmental Impact Report analysis. <br />The work needed to complete the General Plan Update and a schedule for doing so are <br />discussed below. <br />A. Preparation of remaining Draft General Plan Elements. The Subregional <br />Planning, Air Quality, and Noise Elements will be drafted by staff and reviewed <br />separately by the Planning Commission and City Council during February-April <br />2007. However, if extensive additional traffic modeling is undertaken, beyond that <br />to be presented at the joint workshop scheduled for January 30th, this will delay <br />the completion of the Draft .Noise and Air Quality Elements. Staff will also be <br />preparing drafts of the Land Use and Circulation Elements and will present the <br />Land Use Element at a Joint Workshop in February 2007, and the Circulation <br />Element in March 2007. <br />Task timing: February -April 2007. Product: Preliminary Draft General Plan <br />Elements <br />B. Preparation of DEIR. The Draft EIR will be prepared by EIP, consultants, under <br />City staff direction. Over the past several months EIP has been preparing the <br />"Existing Conditions" sections of the report. After the City Council decides on a <br />"Project" for the purposes of CEQA (i.e. authorizes a Public Hearing Draft), the <br />consultant will complete the impact analysis. <br />Task timing: May through August 2007. Product: Administrative Draft EIR followed <br />by Draft EIR for public release. <br />C. Planning Commission and City Council review of Preliminary Draft General <br />Plan. Following the review of individual plan elements by the Planning <br />Commission and City Council, staff will consolidate, edit, and format the draft. <br />Planning Commission and City Council will review this formatted Draft General <br />Page 3 of 7 <br />
