PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />D. Update Regarding the Regional Housing Needs Allocation (RHNA) Process <br /> <br />Steven Bocian introduced this item. He noted that staff is interested in the Commission's <br />feedback regarding the RHNA process. Staff is planning to schedule this item on the <br />agenda for the January 16 City Council meeting to solicit feedback and comments from <br />the Council. He stated that the comment period established by ABAG ends on <br />January 18. From staffs perspective, no recommendation has yet been made. As noted <br />in the report, Mayor Hosterman has participated on the Methodology Committee and was <br />involved throughout the entire process. Staff has a good understanding of how the <br />methodology would work; however, the final numbers are not known yet and are not <br />anticipated until spring 2007. <br /> <br />Vice Chairperson Hodgett stated that the RHNA review process has been very <br />complicated. She felt that Mayor Hosterman and Steven Bocian did an excellent job <br />representing the City and its interests. She noted that the emphasis on transit lines is <br />likely to have the effect of increasing Pleasanton's housing numbers. <br /> <br />Steven Bocian stated that there was considerable discussion on whether they would <br />include future planned transit stations or just existing transit stations. Mr. Bocian <br />indicated that the estimates included in the report, when applied to the regional number <br />that is currently in use, would imply that our next overall target should go down. At this <br />time, there is no indication on what the future number will be. However, ABAG keeps <br />implying it will be a much larger regional number. <br /> <br />Throughout the process, local staff proposed various adjustments to the methodology. <br />One was to consider an amended definition of the jobs/housing balance indicating that <br />perhaps a more appropriate goal is to ensure that housing is in close proximity to jobs <br />rather than housing being in the same city as jobs.
