ATTACHMENT 4
committee. Staff also asked the committee to look at some of the impacts of gridlock.
There was some interest in this concept, but ultimately the committee did not accept it.
The concern is that if you are forcing housing in areas where you already have gridlock
you may be creating additional problems on the roadways.

Staff also had some interest in looking at the affordability levels as they pertain to certain
areas where it is more difficult to produce affordable housing. The general sense is that
the cost of providing affordable housing in one community may be more than in another
community. The committee had some interest in the concept but did not accept this
recommendation. Mr. Bocian stated that it should be interesting to see how the big cities
handle this process.

Commissioner Stark stated that jurisdictions on this side of the hill will fare much better
than jurisdictions on the other side ofthe hill (e.g., Oakland, Berkeley, etc.). He asked if
any consideration was being given to existing growth control ordinances. Mr. Bocian
replied that the methodology does not include any assumptions regarding local growth
control ordinances. Rather it is based on projections that ABAG makes based on land use
and related information obtained from individual cities.

Mr. Bocian stated that staff will be presenting a recommendation to the City Council at
the January 16 meeting regarding a response to ABAG. The response will be sent to
ABAG by the January 18 deadline for receiving comments.

Vice Chairperson Hodgett feels that the large cities will have major concerns with the
likely formula results. Commissioner Stark concurred that we should be prepared for a
significant backlash from the larger cities in the region like San Francisco, Oakland,
Berkeley, and San Jose.

It was the consensus of the Commission that the staff recommendation approving the
Draft RHNA methodology be passed along to the City Council as written. The
Commission thanked staff for providing an update on this item.

Page - 2 -
