Honorable Mayor and Members of the City Council:

BACKGROUND

On April 18, 2006, the City Council awarded the construction contract for this project to
the lowest bidder, Talus Construction of Castro Valley, in the amount of $344,142. The
project plans were prepared by Pakpour Consulting Engineers for a design cost of
$89,634.

The subject project consisted of installing a new 12" diameter water main along Longview
Drive from the Longview Pump Station to a 250,000 gallon tank located at Augustin
Bernal Park. This new water line will serve as a parallel discharge line to provide
adequate transmission capacity to pressure zone "770," and improve the performance of
the Longview Pump Station. This improvement was identified as part of the water master
plan update. The other improvements included in this project were the replacement of old
galvanized service connection pipe with new industry standard pipe for six homes along
Bernal Avenue between Tawny Drive and Vineyard Avenue.

PROJECT BUDGET

Funding Sources
Longview Water Line, CIP 041015
Ruby Hill Water Line, CIP 041014 (*remaining funds)
Annual Water Replacement, CIP 001000 (*remaining funds)
TOTAL

$ 250,000
$ 160,000
$ 125,000
$ 535,000

*Both the Ruby Hill Water Line and the FY 2005/06 Annual Water Replacement projects
are complete and the remaining funds were recommended for use to complete this project.

Expenditures to Date
Construction Contract
Change Orders
Miscellaneous Expenses (reproduction, advertising)
Construction Services (survey, material testing, soil samples)
Design
TOTAL

$ 344,142.00
$ 59,018.06
$ 268.41
$ 17,136.25
$ 89,634.00
$ 510,198.72

The change orders were primarily due to conflicts between existing unknown underground
utilities and the new water line alignment along the tank service road. Also, the service
road to the water tank was in very bad condition which was exacerbated by construction
activity, and the City decided to resurface the road. Pedestrians and bike riders currently
use this road to access Augustin Bernal Park and it was determined to be beneficial
economically to perform this work while the contractor and equipment was in the area.

Page 2 of3
