<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />On April 18, 2006, the City Council awarded the construction contract for this project to <br />the lowest bidder, Talus Construction of Castro Valley, in the amount of $344,142. The <br />project plans were prepared by Pakpour Consulting Engineers for a design cost of <br />$89,634. <br /> <br />The subject project consisted of installing a new 12" diameter water main along Longview <br />Drive from the Longview Pump Station to a 250,000 gallon tank located at Augustin <br />Bernal Park. This new water line will serve as a parallel discharge line to provide <br />adequate transmission capacity to pressure zone "770," and improve the performance of <br />the Longview Pump Station. This improvement was identified as part of the water master <br />plan update. Also, the service <br />road to the water tank was in very bad condition which was exacerbated by construction <br />activity, and the City decided to resurface the road. Pedestrians and bike riders currently <br />use this road to access Augustin Bernal Park and it was determined to be beneficial <br />economically to perform this work while the contractor and equipment was in the area. <br /> <br />Page 2 of3 <br />
