<br />Attached to <br />Resolution No. 06-79 <br /> <br />Report to City Council <br />2006 Review and 2007 Budget <br /> <br />STRUCTURE <br />The Downtown Pleasanton Business Improvement District (PDA) is a non-profit service organization of <br />the downtown businesses dedicated to the ongoing revitalization of Pleasanton' s historic business district. <br />The district was created in 1984 by the Pleasanton City Council under the provisions of California Business <br />Improvement District/Area law. <br /> <br />The PDA Advisory Board is not recommending any changes in the District's assessment formulas, or the <br />boundaries of the district for 2007. <br /> <br />The current assessment formula is based on the annual business license payment: businesses located <br />curbside, downstairs on Main Street are assessed at a rate of two times their business license; businesses <br />with a Main Street address located upstairs, or not curbside, are assessed at a rate of one and a half times <br />their business license; all other businesses (those located off Main Street) pay an amount equal to their <br />business license. The minimum assessment is $50 and the maximum is $350. Non-profit businesses do not <br />pay an assessment to the PDA. <br /> <br />The district includes approximately 577 members. Those members elect and are represented by a Board of <br />12 Directors in 2007, where no more than three directors may represent anyone segment of the <br />membership including property owners. <br /> <br />In accordance with the CitylPDA agreement, the PDA has created an organizational structure that is <br />modeled on the guidelines recommended by the National and Main Street Programs. The four areas of <br />focus are: <br /> <br />Organization: The Organization Committee is made up of the four officers of the Board of <br />Directors - President, President-Elect, Secretary and Treasurer. The immediate Past President serves on the <br />Organization Committee as well. While the Board of Directors takes a broad approach, the Organization <br />Committee focuses more closely on the operations of the PDA: financial oversight, personnel issues, <br />budget and insurance. <br /> <br />Promotions & Marketing: The Promotions & Marketing Committee includes four board <br />members, approximately eight committee members and 40 event volunteers. This committee continues to <br />create and implement exciting ways to promote downtown to local residents and regional visitors. The <br />events are designed to increase awareness of the downtown district, and enhance the long-term economic <br />viability of the downtown as a business district. The committee's programs for marketing Pleasanton's <br />downtown have included advertisements in local and regional media (newspapers, magazines, visitor's <br />guides, television, etc.), PDA brochures and a website that features an online business directory as well as <br />available properties. <br /> <br />Economic Restructuring: The Downtown Vitality Committee includes five board members and <br />approximately 8 volunteers and property owners. The committee works to improve the economic vitality of <br />downtown. The committee continues to assist the existing businesses and property owners in the district through <br />information, networking and programs. Within the committee is the Parking Sub-Committee. <br />
