12. <br /> <br />13. <br /> <br />14. <br /> <br />Defer the Division Street restriping for two-way traffic <br />until the Fire Department relocates from the Fire Station on <br />Railroad Avenue and until the.parking lot behind Kolln's <br />Hardware is consolidated with adjacent lots to allow <br />delivery truck access to Railroad Avenue. Establish two-way <br />traffic on Division Street temporarily during construction. <br /> <br />Remove the "Through Traffic Use Peters Avenue" sign and the <br />Main Street directional sign at Bernal and Old Bernal <br />Avenues. <br /> <br />Improve the design and visibility of the Downtown <br />directional signs. <br /> <br />Parking Lot Plan <br /> <br />15. <br /> <br />Parking lot consolidation as shown on the interim plan, with <br />parking lots open to the public, is strongly encouraged on a <br />voluntary basis for a trial period tied to the <br />reconstruction of Main Street. It is recommended that such <br />consolidation begin as soon as possible, extend through the <br />reconstruction of Main Street, and remain in effect as long <br />as possible thereafter. <br /> <br />16. <br /> <br />The city pays the cost of the'improvements necessary to <br />implement the trial parking lot plan, with the work <br />contracted out to a construction firm. <br /> <br />17. <br /> <br />The City would assume liability during the time the lots are <br />open to the public. <br /> <br />18. <br /> <br />The City would maintain the lots to their condition at the <br />time that the lots were opened to the public. <br /> <br />19. <br /> <br />At the end of the reconstruction of Main Street, property <br />owners would be encouraged to keep their lots open to the <br />public. If they choose to return their lots to private use <br />only, the City would pay to restore fences or landscaping to <br />the extent possible to their previous condition. <br /> <br />20. <br /> <br />The City will consider on a case-by-case basis waiving <br />additional parking requirements or the payment of in-lieu <br />fees if the property owner allows existing parking on the <br />property to be open to the public where building expansions <br />exceeding 25% and/or the construction of new buildings is <br />proposed. Considerations will include access, circulation, <br />the number of resulting parking spaces serving the building, <br />the effect on adjacent parking lots, and whether or not an <br />URM (Unreinforced Masonry) building upgrade is involved. <br /> <br />2 <br /> <br /> <br />
