2. Second type: Partial activation. The Water <br />Emergency operations Center (WEOC) is activated, <br />but only some of the positions are filled. This <br />may involve a smaller emergency that a limited <br />number of responders can handle, or it might <br />involve the early stages of what later escalates <br />into the full activation of the plan. <br />3. Third type: Full activation. The WEOC is <br />activated, and all or most of the positions are <br />filled. This involves an emergency requiring an <br />all-out City Water Department (or greater) response <br />effort. <br />iB. The Emergency Organization <br />A. Description <br />In an emergency, several personnel and departments work <br />under the direction of one person. Personnel may be <br />assigned to another department during the emergency. <br />B. Who is in Charge? <br />The position of authority will be given to the most <br />qualified person in this order: <br />1. Director of Emergency Services (City Manager) <br />2. Director of Public Works and Utilities <br />3. Deputy Director of Utilities <br />4. Superintendent of the Water Department <br />5. Leadperson within the Water Department <br />6. On-call duty person <br />C. Water Emergency Personnel <br />In an emergency, available personnel will be used in this <br />order: <br />1. City Water Department Staff. <br />2. Other Maintenance and Operations Staff. <br />3. Other City Employees. <br />4. Skilled individuals from other organizations <br />5. Emergency volunteers and service organizations. <br />6. Citizens pressed into service by the Director. <br />All of the above are considered "Water Emergency Service <br />Workers." <br />5 <br />
