In summary, earthquakes, epidemics, spills, nuclear threats, fires <br />and civil disorders may occur at any time without warning. It is <br />the City's goal to react to any emergency in the most effective <br />manner possible. This Emergency Operations Plan is a tool to help <br />achieve that goal., <br />VI. Priorities <br />A. In an emergency to insure that an adequate quantity and <br />quality of water is provided to all citizens with <br />particular attention being paid to: <br />1. Life-threatening injuries. <br />2. Life-threatening fires, floods, leaks, etc. <br />3. The sick, handicapped and elderly <br />4. Major threats to property. <br />5. Essential systems and services. <br />6. Continuity of government services. <br />VII. The Water Emergency Operations Center <br />A. The Water Emergency Operations Center is at the City's <br />Operations Service Center-Water Department Building <br />3333 Busch Road, Pleasanton, CA. <br />VIII. Activation of this plan <br />A. Who activates the plan? The plan is activated when the <br />Water Emergency Operations Center is activated. This <br />occurs when: <br />1. A water emergency situation has been declared by <br />the City Council, the Director of Emergency <br />Services (City Manager), the Director of Public <br />Works and Utilities or the Deputy Director of <br />Utilities. <br />2. A local water emergency has been proclaimed in the <br />City of Pleasanton, in the Zone 7 sphere of <br />influence or in the County of Alameda which would <br />affect the City's water system. <br />3. A State of Emergency exists, declared by the <br />Governor or by the President. <br />B. There are three types of activation of this plan. <br />1. First type: Normal operations. This is the time <br />for employees within the Water Department and other <br />affected departments to familiarize yourself with <br />the contents of this plan, to develop and update <br />resource lists, and participate in water emergency <br />drills. <br />4 <br />
