%. Governmental Relations <br />Emergency service offices have been established at all levels <br />of government (city, county, state, and federal). The City <br />water department would function under the utilities annex of <br />the various governmental emergency operations plans. Under <br />emergency operations, the City would function under its own <br />core management, setting priorities and implementing <br />procedures subject to the requirements generated by the <br />emergency. City liaison personnel will be assigned to the <br />cities and county emergency operations centers, on an as <br />needed basis. In addition, Chapter 7, Division 1 of Title 2 <br />of the Government Code and Chapter 1, Division 7 of the <br />Military and Veterans Code stipulate that the City is subject <br />to the direction of the Governor of the State in case of a <br />declared "State of War Emergency" or "State of Emergency." <br />The State Emergency Plan provides for local county governments <br />to direct civil defense activities. Civil defense activities <br />involving the District will be directed through the Utilities <br />Division of the California Office of Emergency Services and <br />locally administered through the Alameda County office of <br />Emergency Services. <br />The following county, state and federal emergency offices may <br />be contacted for assistance and information: <br />1.
