Resolution No. PC-89-67 <br />June 14, 1989 - Page 2 <br />The proposed business would be operated entirely <br />within the confines of the existing building. <br />Clients would bring their animals either in <br />containers or on leash, thereby minimizing any <br />threat to the health or safety of other Downtown <br />Centre patrons. The concerns for x-rays, odors, <br />and noise transmission are satisfactorily addressed <br />either in the applicant's description of operations <br />or in the recommended conditions of approval. The <br />anticipated client demand would not generate any <br />unusual demands on existing parking in the center. <br />The proposed clinic would add to the economic <br />vitality and diversity of the south end of Main <br />Street, possibility contributing patronage to other <br />businesses in the downtown area. The applicant <br />will be filling the need for veterinary services in <br />south Pleasanton (created with the relocation of <br />Dr. Larry Scharg from Spring Street to Hopyard <br />Village). <br />C. That the proposed conditional use will comply with <br />each of the applicable provisions of the Zoning <br />Ordinance. <br />The Central Commercial zoning of the subject site <br />allows the establishment of a veterinary clinic <br />with a conditional use permit. If conditioned as <br />recommended below, the approval of a use permit to <br />operate a veterinary clinic would be consistent <br />with the City's ability to regulate zoning (as <br />listed in the objectives of Chapter 18.124, <br />Conditional Uses) and would provide flexibility to <br />achieve the objectives of the Municipal Code and <br />the Downtown Specific Plan. As an approved site, <br />the proposed location in Downtown Centre complies <br />with the parking, loading, setback, and other site <br />development requirements contained in the Zoning <br />Ordinance. <br />WHEREAS, minor alterations to land use limitations are <br />categorically exempt from the requirements of the <br />California Environmental Quality Act (CEQA). <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br />Section 1. Case UP-89-33, the application of Serene Chan for a <br />conditional use permit to operate a veterinarian office <br />and small animal hospital where all operations are to be <br />conducted entirely within an enclosed building to be <br />located at 243-C Main Street subject to the following <br />conditions: <br />
