Resolution No. PC-89-67
June 14, 1989 - Page 2
The proposed business would be operated entirely
within the confines of the existing building.
Clients would bring their animals either in
containers or on leash, thereby minimizing any
threat to the health or safety of other Downtown
Centre patrons. The concerns for x-rays, odors,
and noise transmission are satisfactorily addressed
either in the applicant's description of operations
or in the recommended conditions of approval. The
anticipated client demand would not generate any
unusual demands on existing parking in the center.
The proposed clinic would add to the economic
vitality and diversity of the south end of Main
Street, possibility contributing patronage to other
businesses in the downtown area. The applicant
will be filling the need for veterinary services in
south Pleasanton (created with the relocation of
Dr. Larry Scharg from Spring Street to Hopyard
Village).
C. That the proposed conditional use will comply with
each of the applicable provisions of the Zoning
Ordinance.
The Central Commercial zoning of the subject site
allows the establishment of a veterinary clinic
with a conditional use permit. If conditioned as
recommended below, the approval of a use permit to
operate a veterinary clinic would be consistent
with the City's ability to regulate zoning (as
listed in the objectives of Chapter 18.124,
Conditional Uses) and would provide flexibility to
achieve the objectives of the Municipal Code and
the Downtown Specific Plan. As an approved site,
the proposed location in Downtown Centre complies
with the parking, loading, setback, and other site
development requirements contained in the Zoning
Ordinance.
WHEREAS, minor alterations to land use limitations are
categorically exempt from the requirements of the
California Environmental Quality Act (CEQA).
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON
RESOLVES AS FOLLOWS:
Section 1. Case UP-89-33, the application of Serene Chan for a
conditional use permit to operate a veterinarian office
and small animal hospital where all operations are to be
conducted entirely within an enclosed building to be
located at 243-C Main Street subject to the following
conditions:
