PLANNING COMMISSION CITY OF PLEASANTON
ALAMEDA COUNTY, CALIFORNIA
RESOLUTION N0. PC-89-67
RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR CASE
UP-89-33, THE APPLICATION OF SERENE CHAN
WHEREAS, Serene Chan has applied for a conditional use permit to
operate a veterinarian office and small animal hospital
where all operations are to be conducted entirely within
an enclosed building to be located at 243-C Main Street;
and
WHEREAS, zoning for the property is C-C (Central Commercial)
District; and
WHEREAS, at their duly noticed public hearing of June 14, 1989,
the Planning Commission considered all public testimony,
relevant exhibits and recommendations of the City staff
concerning this application; and
WHEREAS, the Planning Commission made the following findings:
A. That the proposed location of the conditional use
is in accordance with the objectives of the zoning
ordinance and the purpose of the district in which
the site is located.
One of the objectives of the zoning ordinance is to
ensure that public and private lands are used for
purposes which are most beneficial to the City as a
whole. This objective was modified and adopted as
a land use policy for the Downtown Specific Plan,
which emphasizes the need "to increase the amount
of commercial space and to attract more customers",
and "to increase the amount of office space to
provide daytime patronage of retail stores,
services and restaurants." As conditioned, the
proposed use is a service that would provide a
beneficial service to a community with domestic
animals, and would contribute to daytime patronage
in the downtown area. Because the proposed use
would fill vacant commercial space downtown, the
proposed use meets the C-C (Central Commercial)
district's purpose of encouraging more intensive
development in the central business district.
B. That the proposed location of the conditional use
and the conditions under which it would be operated
or maintained will not be detrimental to the public
health, safety, or welfare, or materially injurious
to the properties or improvements in the vicinity.
