24. That there shall be no individual access driveways allowed on <br />Foothill Road or Bernal Avenue, other than those proposed on <br />the preliminary site plan. <br />25. That the applicant shall submit a construction phasing plan <br />for all Foothill Road and Bernal Avenue improvements in <br />conjunction with the final development plan. All interim <br />roadway configurations that are to remain open during street <br />improvements shall be depicted in said plans. <br />26. That the developer shall be responsible for his pro-rata <br />share of all associated costs of the Bernal Avenue bridge and <br />of any water reservoirs deemed necessary following completion <br />of the studies referred to in these conditions, as determined <br />by the City Engineer. <br />27. That, if it is determined at a future date by either the City <br />or the Homeowners' Association(s) that sidewalks are <br />desirable in either of Units A or B, sidewalks may be <br />installed by the City at the expense of the Homeowners <br />Association(s). Said sidewalks may be installed upon <br />approval by the Planning Director and City Engineer. <br />28. That the developer shall submit a detailed soils study with <br />specific recommendations for grading and stability in the <br />areas of "recent slide alluvium" adjacent to the arroyo as <br />identified in the soils study for the specific plan. Said <br />study shall be submitted prior to the approval of a tentative <br />map for any portion of the site. <br />29. That the lands located along the Arroyo de la Laguna shall be <br />improved per the Zone 7 specification for protection of the <br />flood channel. The extent of improvements shall be depicted <br />on the final development plan. <br />30. That all landscaping to be installed within the arroyo <br />boundaries shall be designed to match the original Zone 7 <br />landscape plan for the area, which includes primarily native <br />species. <br />31. That all surface runoff on the project site shall be designed <br />to drain away from the creek and shall not be allowed to run <br />over the arroyo banks. <br />32. That the existing 3-wire PG&E pole line across the Arroyo de <br />la Laguna shall be removed when alternate power lines are <br />provided to the site. <br />33. That the developer shall work with Zone 7 and shall comply <br />with the agency's standards and criteria for the design of <br />the low-flow pedestrian crossing within the Arroyo de la <br />Laguna channel. <br />-16- <br />Resolution No. PC_89-32 3/g/89 <br />
